Research On The Optimization Of The Training System For Reserve Cadres Of Party Secretary At Village Level

With the rapid development of China’s social economy,profound changes have taken place in China’s social and economic structure,which makes the task of rural grass-roots party organizations more arduous and complex.Rural grassroots party organizations are the organizers and coordinators of rural affairs,as well as the executors and promoters of the party and state policies.To build a new socialist countryside with "prosperous industry,livable ecology,civilized rural style,effective governance and affluent life",the rural grass-roots party organizations are the direct executors and implementers,mainly leading the broad masses of farmers to work hard.It can be said that the combat effectiveness of rural grass-roots party organizations is directly related to the success or failure of the Revitalization Strategy of the party and the country’s home villages.Affected by some historical and practical factors,there are some prominent problems in the ranks of secretaries of rural grassroots party organizations in China,such as aging,unreasonable allocation,weak ability,low acceptability,and lack of unity among the members of the cadre team.It is the so-called "weak foundation,shaking the earth and shaking the mountains" to cultivate a strong reserve cadre team of Party organization secretaries at the village level,It is not only an important step to smoothly realize the replacement of the new and old secretaries of village level party organizations and enhance the combat effectiveness of grass-roots party organizations,but also an urgent requirement to better play the role of fighting fortress of rural grass-roots party organizations.By means of questionnaire survey,on-the-spot investigation and literature review,this paper comprehensively and deeply evaluates whether the current village level party secretary reserve cadre training system in Lianjiang City has played the role of ability post matching in the selection and employment of personnel,based on our party’s policy and practical experience in training reserve cadre team and the theory of ability post matching,After pointing out the shortcomings of the system and deeply analyzing the reasons,this paper puts forward some optimization suggestions for the cultivation system of reserve cadres of party secretary at village level in Lianjiang City.The results of this paper are: through questionnaire survey,empirical research,literature review and other research methods,starting from the post needs of the reserve cadres of the village party secretary,taking the reserve cadres of the current village party secretary in Lianjiang City as the research object,the paper designs a questionnaire to carry out empirical research,and uses the ability post matching theory tool to evaluate the personality,personality and personality of the reserve cadres of the current village party secretary in Lianjiang City This paper studies the effectiveness of the village level party secretary reserve cadre training system from the source,and analyzes the main problems of the current village level party secretary reserve cadre training system in Lianjiang City,such as the inaccurate person post matching of the selection system,the lack of salary incentive system,the lack of professional training system,the lack of professional training system and the lack of professional training system The main reasons for these problems are: the lack of theoretical guidance for the development of reserve cadre training system for village Party Secretaries in Lianjiang City,the failure to fully stimulate the training motivation of town and village Party committees,and the lag of superior system design,According to the guiding requirements of the party’s quality training system of source training,follow-up training and whole process training to cultivate excellent cadres,this paper puts forward some suggestions,such as using scientific theory to guide the system formulation,improving the matching degree of personnel and posts in the selection and appointment system,speeding up the establishment of matching incentive system,improving the accuracy and objectivity of the college entrance examination system,the participation and effectiveness of the higher education and training system,and improving the quality of the college entrance examination system We should speed up the improvement of strict supervision system,accelerate the construction of superior supporting system and optimize the current reserve cadre training system of village party secretary in Lianjiang City.These studies can be used for reference to guide the cultivation of reserve cadres of village Party Secretaries in similar areas.
