With the economic development entering into the new normal,in the case of slowing down the growth rate,Z city is faced with the development tasks of industrial structure adjustment,reform and innovation breakthrough,and the transformation of new and old kinetic energy.The labor supply-demand relationship shows a new change trend,leading to new challenges in the construction of harmonious labor relations in Z city.Therefore,at present and in the future,the construction of harmonious labor relations is an important way to consolidate the party's ruling position,speed up economic development and promote social harmony.Accurate positioning of government functions and smooth construction of harmonious labor relations require us to sum up experience in practice,make positive progress,have the courage to explore,develop and innovate,and strive to create a new situation of harmonious and stable labor relations.This paper is divided into five chapters,on the basis of previous research results,the construction of harmonious labor relations of Z municipal government is discussed.The first chapter presents the setting,aim and implication,and sums up the views and research results put forward by domestic and foreign experts and scholars in the field of building harmonious labor relations.The research methods,general ideas and innovation points of the paper are briefly described.The second chapter is the analysis of the concept and theoretical basis,which makes clear the concepts of labor relations,harmonious labor relations and government functions,laying a theoretical foundation for the following.The third chapter studies the government functions in the construction of harmonious labor relations.It introduces the government's functions as the "formulator" of labor policy,the "promoter" of labor employment,the "supervisor" of law implementation,the "mediator" of labor disputes,the "protector" of labor rights and interests,and the "advocate" of labor harmony.The fourth chapter puts forward the problems and reasons of Z city government functions in the construction of harmonious labor relations,which are mainly five aspects:the supervision and law enforcement is not strong enough,the employment service level is not high enough,the grass-roots coordination organization is not perfect,the labor rights and interests protection is not sufficient,the tripartite coordination mechanism is not perfect.The fifth chapter is the countermeasure analysis,from the five aspects of giving full play to the role of labor supervision and law enforcement,improving the level ofemployment service security,strengthening the efficiency of resolving labor conflicts,safeguarding labor rights,and reforming the mechanism of labor credit rewards and punishments,this paper expounds the countermeasures and suggestions for Z city to build a harmonious labor relationship.Taking Z municipal government as a case,this paper analyzes the role of the government in labor relations and the tasks it has completed.Through combing the problems existing in the construction of harmonious labor relations,this paper lists advice,so as to optimize the government functions and realize the efficient promotion of the construction of harmonious labor relations,and strive to realize the balance and harmony of labor relations,and promote the firm and permanent growth of Z city.
