Township governments play a key role in the implementation of policies.Although the country is about to achieve the poverty reduction policy goals in 2020,the problems found in the process of implementation are worth discussing and studying.Besides that,in the process of China's modernization,it is inevitable that the country will promote the implementation of public policies with the whole nation's efforts again,so this paper intends to shed some lights upon the future implementation of public policy by studying the implementation of poverty alleviation policies at township governments.The focus of this essay is township where the task of poverty alleviation is tough,with Smith's process model theory as the main foundation,based on the analysis of policy implementation's executive body and target groups,exploring the current situation,challenges and causes in the policy implementation of the township government of Luzhou city,and putting forward corresponding methods and suggestions to improve the implementation of poverty alleviation policies in township.The first chapter of this paper briefly introduces the background,significance,and ideas of the research and organizes the relevant domestic and international literature to form an overview;the second chapter defines the main concepts involved in this paper and analyzes the Smith Process Model in detail,to draw the application of the Smith Process Model in this paper;The third chapter focuses on combing poverty alleviation policies in Luzhou and the survey questionnaire's statistical analysis and gives an overview of the Smith Process Model.Chapter four analyzes the current situation of poverty alleviation policy implementation in Luzhou township governments;Chapter five draws on the excellent experience of domestic poverty alleviation policy implementation;Chapter six puts forward suggestions for optimizing the performance of township poverty alleviation policy from the perspective of implementation subjects and target groups;Chapter seven summarizes and looks forward to the future.
