Research On Precision Poverty Alleviation Policy Implementation In The Government Of Jingfeng Township Huian County Under Smith Model

Precision poverty alleviation is to narrow the gap between urban and rural areas and promote the integration of urban and rural areas.It can ensure that the rural poor are out of poverty and promote the construction of Well-off Society completely.Its objective is poverty population and distressed areas.Township Government is the authoritative spokesperson at the most grass-roots units.Most of the decision-making and supply of rural public service comes from Township Government.The implementation effect of the township government directly affects the effect of the policy.This article takes Jingfeng town Huian County for example,based on literature search,data collection,interview survey,the theoretical foundation is Amartya Sen's poverty theory,and the analytical framework is Smith Model.This study describes the current situation and effectiveness of precision poverty alleviation policy implementation by the government of Jingfeng Township.Completed the poverty alleviation task.Then makes description of problems in three poverty alleviation aspects,including precise identification,precise helping,precise management,Based on the perspective of Amartya Sen's poverty theory,policy implementation is analyzed in four dimensions from Smith Model,and draws lessons from the successful experience of Jinjiang City,Ningde City and Xiamen City.The last,it extends some countermeasures,the subject of policy implementation,policy target groups,policy implementation and environmental.
