Problems And Countermeasures Of Policy Implementation Of Township Governments In Accurate Poverty Alleviation

In order to promote the development of poverty areas and achieve the grand goal of building a well-off society in an all-round way,the Chinese government has introduced many new policies to solve the poverty problem,and precision poverty alleviation has emerged.In the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping emphasized that it is a top priority for the poor to live a happy life.The poverty alleviation process cannot be stopped.It is necessary to lay a solid foundation for poverty alleviation in poverty areas.Since the 19 th National Congress,many areas in China had already have a new situation in poverty alleviation.The fight against poverty had gradually begun to enter the deep water area.J Township of Chengde was one of them.In recent years,under the efforts of the government at all levels in Hebei had responded positively and constantly,J Township's precision poverty alleviation work had achieved initial results.However,it is a great significance to discovered timely and corrected the problems existing in the implementation of the current J Township's precise poverty alleviation policy for promoting China's early realization of a comprehensive well-off society.Analyzed the implementation status of township governments by using policy implementation theory,street bureaucracy theory and Smith process model.On this basis,it also analyzed relate concepts such as township government,poverty alleviation and precision poverty alleviation.According to the basic steps of “ Poverty Alleviation,Poverty Alleviation,and Poverty Alleviation ” and the Smith Process Model,it can discover the current four aspects problems in J Township of Chengde City from the policy environment,policy itself,policy implementation organization and policy target.The implementation of precision poverty alleviation in the township had problems such as lack of motivation of the target group,imbalance of policy balance,asymmetry of the subject's power and responsibility,and limited policy environment.The author analyzed the causes of the problem from the perspective of the four elements of the Smith model.It put forward measures such as optimizing the implementation environment of precise poverty alleviation policies,encouraging all parties to participate in poverty alleviation work,enhancing the comprehensive quality level of policy target groups,and improving the rationality of precise poverty alleviation policies,and improving the ability of township governments to implement precise poverty alleviation policies,with a view to enabling J townships.Accurate poverty alleviation contributes a small amount of effort.Figure18;Table3;Reference 61...
