Study On The Optimization Of Government Functions In The Development Of Modern Service Industry Cluster In East District Panzhihua City

According to the Chinese "13th Five-year Plan",it is necessary to promote the development of modern service industry and improve its development speed so as to make the greater contribution to national economy.The industrial and economic competitiveness of a region can be enhanced effectively by industrial agglomeration.Moreover,service industry is an important index to judge the development degree of modern economic society.As a result,it is proposed by more and more local governments to promote the construction on modern service agglomeration areas.The development of modern service agglomeration areas is inseparable from government function performance.Therefore,it is necessary to explore some questions about the development of modern service agglomeration areas,such as the roles,policies,goals and function optimization of governments.Based on expounding the concept of service industry,modern service industry and modern service industry cluster,the paper firstly makes a theoretical analysis related to government functions,the relationship between the government and market,and the ne w public service.Also,the paper thinks that the government plays an important role in t he development of modern service industry cluster,and since the performance of govern ment functions will have different influences at different stages,it is necessary to optimi ze the performance of government functions.Secondly,the strengths and problems of the development of modern service agglomeration areas in Panzhihua City are analyzed.In addition,data comparison as well as the analysis of development status and work is carried out from six aspects,including management modes,service industry planning guidance,service industry policy support,infrastructure improvement,service talent cultivation and development and system construction and supervision.It is aimed to analyze the status of government function performance in the development process of modern service agglomeration areas in Eastern Panzhihua.Through deep research,it is found that there are some problems about government function performance,such as inadequate overall planning,imperfect coordination mechanism,obviously backward policy support,imperfect statistical system and lack of public service function.Moreover,the causes of the absence of government functions,the offside phenomenon,the influence of the decision-making layer on government function performance and the insufficient attraction of environment to talents are analyzed.Thirdly,the experience of domestic and foreign governments about promoting the development of modern service agglomeration areas is absorbed.For example,Pittsburgh City(The United States)is used for reference in Panzhihua City.The main reason is that the two cities both belong to steel cities with the goal of transformation and development.Shanghai City is the first city in China to propose the construction on modern service agglomeration areas.It is the same with Jianghan District(Wuhan City)and Zhangdian District(Zibo City).Some experience and aspirations are drawn.Firstly,plan and guide the construction on modern service agglomeration areas.Secondly,formulate industrial policies according to local conditions.Thirdly,create a good development environment.Finally,cultivate talents actively.It is aimed to provide an important guarantee for the construction on modern service agglomeration areas.Finally,some suggestions on government function optimization in the development process of modern service agglomeration areas are made,including defining the function orientation clearly in the development process of modern service agglomeration areas,planning and guiding the development of modern service agglomeration areas scientifically,improving the development mechanism for modern service agglomeration areas,improving the policy support system and creating a sustainable development environment.It is aimed to further promote the improvement of government governance capacity and promote the high-quality development of modern service agglomeration areas.
