The Function Of Government On The Development Of Modern Service Industry

Modern service industry has received increasing attention because of its low costs and high added value. Governments across the world have adopted strategic methods to develop modern service industries to different levels and have achieved excellent results. The development level of modern service industry is now gradually becoming an index for measuring the level of social modernization, and it plays an important role in restructuring local industries, improving employment, and promoting socio-economic development.Modern service industry emerged quite late in China, and lags behind that in other countries; domestic markets and economic mechanisms are incomplete, and therefore economic development is subjected to significant governmental adjustments and control. Under such circumstances, how to appropriately control the economy, monitor the markets, and provide public services etc. in order to enable the rapid development of modern service industry, has become a serious challenge for government at all levels. After years of growth, modern service industry in Wuxi Chong’an district has achieved top level within the whole city. However, with restrictions of city planning, public finance and geography, maintaining sustainable development of modern service industry is gradually becoming a difficult issue. Thus, identifying and complimenting the functions of local government in modern service industry development has great importance in the development of modern service industry in Wuxi Chong’an district.This article addresses the importance of regional modern service industry and positive government involvement from the perspective of public management, in accordance with the history of modern service industry and theories of government function. It takes Wuxi Chong’an district as an example, via comparison presents the current status of modern service industry in Chong’an district, lists the existing advantages/disadvantages and opportunities/challenges, and also analyses the problems and causes of the development of modern service industry in Chong’an district from the perspective of government functions.According to certain specific problems, this paper concludes that the government should fulfill functions including structuring, assisting, market service, and talent cultivation in promoting regional modern service industry; this article also proposes scientific and feasible political solutions for the Chong’an government in order to further promote regional modern service industry.
