The Research And Construction On Internal Management System Of Public College In Hainan Province

In recent years,the scale of university was extending continuously and affairs were becoming complexity with the fast development of higher education in Hainan.In order to reinforce the management,allocate resource reasonably and maintain campus order.As one of the host of universities,the government continues to adjusting the relationship between itself and them.The external management systems of universities are changing continually.In the other hand,the concept of rule by law is going deep into people’s heart.So the requirement of governing school according to the law brings into the management vision.Establishing the full-fledged management systems play an efficient role in promoting the management levels,optimizing the allocation of resources,preventing the corruptions,etc.For the local universities,the institutional construction concentrated recourses of running school to promote the universities construction,especially in major project implementations.But there are also a lot of problems in the process of making and enforcing institutions.Although academic world pays more attention to the negative influences of institutional construction,it is lack of recognition of the negative influences.The local universities are main parts of Chinese universities.Because of the overall levels are not high,the key points in reform of higher education system are focus on universities affiliated to Ministry of Education.Therefore the academic world is lack of recognition of the internal institutional construction of local universities,especially in demonstrative research.Essay presents the institutional construction of Hainan Normal University as an example to make a summary of the institutional construction of Hainan Normal University since 1986.The essay sorts out the main way in strengthening the institutional construction and boosting the education development of Hainan Normal University,which also analyzes successes and defects of the institutional construction and its value conflict.According to the above points,the article make some proposes to improve the institutional construction for the decision makers.Because of the representation of Hainan Normal University in the local university,the correlatively analysis is also suitable for other universities to make a reference in exploring an appropriate institutional construction.
