| The concept of holistic wisdom governance comes from the important assertion made by General Secretary Xi during his inspection in Zhejiang in 2020.As an innovative and integrated concept,holistic wisdom governance can realize the organic unity of holistic synergy and wisdom governance,which plays an important role in improving the holistic synergy and wisdom management ability of grassroots administrators in local universities.On the one hand,it helps to bridge the fragmented mindset of the grassroots administrators of local colleges and universities,who are comfortable with the status quo and lack of coordination,and improve their ability of overall coordination.On the other hand,it helps to narrow the gap between the integration of local university administrators and information technology in the information era and improve their ability to use science and technology to realize intelligent management.Under the background of national promotion of "double first-class" university construction and local university management wisdom construction,the level of grass-roots administrative managers of local universities is an important reflection of the internal ability of local universities,and their level of ability reflects to a certain extent whether local universities are in the first-class level,and their level of management wisdom reflects the level of local university management,The level of information construction.The grass-roots administrative managers of local colleges and universities bear the mission of cultivating talents for the new era and escorting the development of science and technology innovation,so they should enhance their awareness of strengthening the university and the country and strengthen their own ability level,so as to promote the modernization and wisdom of themselves and local colleges and universities.Therefore,this paper is especially important and necessary to study the ability enhancement of grassroots administrators in local universities under the overall wisdom governance.This paper applies the relevant basic theories such as systemic theory,digital governance theory and new public management theory;through questionnaires and field research,it argues and analyzes five dimensions of local university grassroots administrators’ professional cognition,self-competence cognition,competence enhancement cognition,overall wisdom governance cognition and competence enhancement cognition under overall wisdom governance,based on the perspective of overall wisdom governance.The problems and obstacles to the improvement of the overall collaborative ability and wisdom management ability of the grassroots administrators in local universities are obtained.Finally,based on the perspective of overall smart governance and in conjunction with the actual situation,we innovatively embedded the analysis from the aspects of thinking change,system innovation,structure reshaping,wisdom platform and mechanism reengineering,from changing the inherent thinking to enhance the inner driving ability;improving the top-level system design to enhance the crisis handling ability;reshaping the administrative organization structure to enhance the collaborative ability;wisdom administrative management platform to enhance the ability of platform use and service;deepening the administrative We propose countermeasures and suggestions in five aspects,such as deepening the reform of administrative mechanism and improving the innovation ability. |
