In the 1980s,the outbreak of the quality crisis of education in the United States led to the reform of teacher evaluation.At the beginning of the 21st century,the "Race To The Top" program launched by the US federal government,the US states acted actively,creatively promoting the teacher evaluation reform and greatly improving the quality of teachers,especially Tennessee promulgated the "First To The Top" program,its teacher evaluation of the reform initiatives was supported by the federal government.Tennessee integrated student achievement evaluation,value-added evaluation,classroom observa-tion assessment,and established a new teacher evaluation system.The teacher evaluation system is not only concerned with the students’ learning achievement,but also the performance of teachers’ classroom teaching,the evaluation of teachers’ performance,so as to improve teaching quality and the performance of students.This paper mainly discusses the background of the evaluation system of primary and secondary school teachers in Tennessee,the main components of the teacher evaluation system,analizing the characteristics,the practical effect and existing problems of the teachers evaluation system in Tennessee.The teachers evaluation of primary and secondary school in Tennessee mainly includes three elements:student achievement evaluation,value-added evaluation and classroom observation evaluation.The proportion of each part in the whole teacher evaluation is different,namely 15%,35%and 50%.Its value-added evaluation and classroom observation,whose evaluation process is complex and evaluation method is novel,occupied a very important position in the evaluation system.They are of reference value.Therefore,this paper daily introduces and discusses the evaluation tool of value-added evaluation and classroom observation evaluation,whose evaluation content and assessment procedures and the characteristics of Tennessee teacher evaluation.Tennessee teacher evaluation has achieved good results in terms of student achievement,teacher recognition of evaluation system teachers’ high quality feedback and peer cooperation.However,there are still some problems,such as the implementation process of the classroom observation evaluation is relatively cumbersome,to deal with the evaluation results has not yet fully consider the differences in teacher groups,and evaluators and teachers has cognitive bias on the classroom observation indicators.Compared with the teachers evaluation of primary and secondary school in Tennessee,the evaluation of primary and secondary school teachers in China is mainly based on the evaluation of rewards and punishments.It is urgent to accelerate the construction of the developmental teacher evaluation system and get rid of the old system.And combined with the problems existing in the evaluation system of teachers in our country,we should draw lessons from the useful experience of Tennessee teachers’evaluation reform and promote the process of teacher evaluation reform in our country in order to establish a more standardized teacher evaluation system.
