Insisting on prioritizing moral education is a fundamental and strategic task.Party and state leaders have emphasized the significant position and profound meaning of moral education in different times and different occasions since the founding of People's Republic of China.President Xi points out that we need adhere to enhancing morality and fostering talents,to cultivation-oriented and moralityprioritized education in order to do well in cultivating people,and that we need integrate the core socialist values into the whole process of national education.The research on the current situation of the integration of regional moral education in middle schools and primary schools and strategies for the solution of the problems contibutes to the local governmen's policy-making on regional moral education development so as to optimize the regional moral education management,to enhancing the systematic and scientific construction of morality in schools by offering classied guidance to subordinate regional morality development,and to recognizing the laws regional morality developmen as well as cultivating teenagers' good moral characters.This research consists of four parts:1.study the basic theoryies of inegration of regional moral education in middle schools and primary schools,including relative concept definition and theoretical basis.2.investigate the current situation of the construction of the integration of moral education in middle schools and primary schools,mainly including some basic information about the regional moral education's inegration: organizational management,curriculum implementation,activity conduction,team construction,evaluation,working system based on family,school and community,the cohesion between primary schools and middle schools,and so on.3.summarize the experience and deficient and analyze the reasons.4.study the countermeasures to improve the current sitution.This research is based on questionnaires,and open-ended interviews.The questionnaires were conducted among the moral education administrators from 35 middle schools and primary schools in District D of Changde,and made surveys from seven dimensions,including: 1)the inegration of regional moral education's organizational management,2)the inegration of regional moral education's curriculum implementation,3)the inegration of regional moral education's activity conduction,4))the inegration of regional moral education's team construction,5)the inegration of regional moral education's evaluation,6)the inegration of moral education based on family,school and community,7)the inegration of regional moral education's cohesion between primary schools and middle schools.The interviews were carried out among officials of relevant departments of the government,education administrators in educational administrative departments,the administrators of the communities,students and students' parents.The investigation is done to grasp the current situation of the integration of moral education in District D accurately and objectively.On the basis of the full investigation,we find out the principal problems faced by the construction of the integration of moral education in middle schools and primary schools,that is,The integration of moral education in the region is lagging behind,and the integration of the moral education in the home,school and community lags behind,and the integration of the regional moral education is lagging behind.The reasons for the above-mentioned problems include the influence of exam-oriented education,negligence of working rules of moral education,lack of linkage mechanisms in moral education administration,and the influence of traditional evaluation system of moral education.In order to solve the problems existing in the construction of the integration of moral education in middle schools and primary schools,the paper tends to propose reasonable suggestions from four perspectives: 1)improve management to promote the integration construction of moral education management system;2)systemize the designs to promote the integration construction of the objectives,contents and methods of moral education;3)innovate methods to promote the integration construction of moral education teams;4)implement various methods to promote the integration construction of moral education evaluation.
