The Generating Mechanism And Crisis Circumvention Of Public Policy Online Public Sentiment

Public policy is one kind of the measure to adjust pu blic interests to fit the social development,which play an important role in stabilizing and prospering the country.Due to various sorts of factors,public policy online public sentiment has occurred frequently in recent years.As a macroscopic phenomenon,public policy online public sentiment has its own generating mechanism.The binary conflict between government and individuals in public interests,as well as individuals' unease on drastic change of public policy,make individuals harbor strong express appeal.The emerge of new media not only provide express platforms,but also encourage individuals to bravely and willingly speak through reconstitution of power and relation.Thus,aspect of content,as an indication,the grand narration in public policy can hardly accord with the micro-discussion in online public sentiment after the rise of folk discourse.Moreover,the shift of topics consistently deepens the public policy online public sentiment.It is the ordinal emerge of subject factor,media factor and content factor consist the dynamic process in generating public policy online public sentiment.As micro specific affairs,public policy online public sentiment events and its special crisis condition have some characteristics,such as non-sudden,predictable and avoidable,because the reasons and time can be acquired in advance.It is necessary to take measures to avoid the public policy online public sentiment crisis due to its power to damage.This thesis adopts Qualitative Comparative Analysis(QCA)as the main method.It picked up 37 public policies issued from 2012 to 2017 and their subsequent online public sentiment,forming as the case library.Based on various variables in three dimensions,this research has analyzed the factor-outcome routes of public policy online public sentiment crisis.The QCA finally acquired 5 routes.Among them,the multi-platforms policies delivering and the conflicts between different groups among policies are the necessary conditions.The adjusting model of Top-to-Bottom,compared with the model of Bottom-to-Top,is easier to trigger the consequence of public policy online public sentiment crisis.Meanwhile,adjusting public interests wholly and systematically in a single policy would cause the individuals' mental and corporeal unease,which would increase the risk of public policy online public sentiment crisis.Last,the authority of higher level government cannot totally prohibit the happening of public policy online public sentiment crisis.The policy made by central government can also cause the public policy online public sentiment crisis because the subordinates execute them improperly.Through the outcome of empirical study,this research summarized five recommendations to avoid public policy online public sentiment crisis,according to the idea that breaking the crucial condition of factor-outcome routes.Firstly,aimed at the policies made by the Top-to-Bottom model,the government should release the policy schedules before they were issued,forming the decompres sion valve mechanism and feedback mechanism.Secondly,aimed at policies contained interest conflicts,the policy-maker should calculate the crisis level in advance and then resolve the contradiction in different ways.Thirdly,the central government shoul d supervise and guide subordinates execute properly,avoiding the central government was beaten though the way of bottom-to-top.Fourthly,policy-maker should dominate the process of policy delivering and unify all the contents which were released.And fifthly,some related departments should make some standardized systems to normalize and enrich the policy interpretation.
