| Compared with the twentieth century,unprecedented changes have taken place in politics,economy,science and technology,culture in the 21 st century.What kind of education is helpful to the student’s future life and work,what knowledge and skills are necessary for the child in the future,which trigger reflections of national educationscholars.Based on this,Partnership for 21 st Century Learning(P21)proposed the core competence learning framework that students should have in the future—— "21st Century Skills Framework".As of March 2018,21 states in the United States have joined P21,which is enough to illustrate the authority of the framework in the US education community.The establishment of the framework is followed by the implementation and landing of the content.The 21 st Century Skills are fundamentally designed to solve the problems of students’ advancement and employment.Wisconsin of the United States develops 21 st Century Skills through Career Technical Education(CTE).The basic education in our country is also facing the test of the times,the future development cannot be separated from the thinking of personnel trainingon the current education.The proposal of Key Competencies summarizedthe question of what kind of person should be cultivated in the future.However,there are still many problems in the specific implementation.This article starts with relevant US policies and documents,clarifies the specific content and importance of the framework by bringing forward the background,reasons of "21st Century Skills Framework",and cultivating in the Common Core State Standards(CCSS).Then taking the example of Wisconsin,to understand the state’s education concept of "Every Child A Graduate College and Career Ready" in the K-12 stage,and CTE as the main way and form ofcultivating 21 st Century Skills.In the entire 21 st Century Skill cultivating system,it can be divided into two levels: discipline level and practical activity level.At the discipline level,Common Core State Standards for disciplinary literacy serves as the foundation for training 21st Century Skills,and the embodiment of 21 st Century Skills in the Wisconsin Common Career and Technical Education Standards(WCCTS)serve as the training targets for CTE subjects;the practical activity level is for students through the work-based learning program and Career and Technical Student Organizations(CTSOs)to practise 21 st Century Skills in reality.Through combing and comparing the content,four "combination" modes of21 st Century Skills cultivating in Wisconsin are summarized,they are: the combination of CTE and CCSS,the combination of Project Based Learning(PBL)and practical activities,the combination of written test and activity presentation and the combination of schools and partnership.Finally,the article reflects on existing problems in cultivating Key Competencies and try to find out solutions that suit the cultivation of Key Competencies in the mode of21 st Century Skills. |
