In the context of globalization,informatization and knowledge society,the competition of comprehensive national strength has been transformed from the competition of productivity level to the competition of talents.In view of this international background,the core issue that all countries must face in the reform of education is: what are the core qualities of students in the 21 st century to meet the needs of the future society? The core quality of students' development in China was only developed in September 2016,and the road of implementation and implementation has just begun.The United States in 2002 began to study core literacy for the 21 st century,to create a 21 st century skills alliance(P21),was developed in the 21 st century skills specific indicators and connotation,established the core subjects of the bearing in the 21 st century skills and theme of the 21 st century,established to carry out the support system of 21 st century skills,and released a series of implementation guidance document to help regions in the 21 st century skills.In years of practice,the support system has improved the implementation of 21 st century skills in the United States,and more and more schools,school districts and states have adopted and implemented the framework.Therefore,the experience of the United States in implementing its 21 st century skills is worthy of our study and reference.This research mainly adopts literature research and comparative research,the "21st century skills" plan is discussed in detail on the basis of the theoretical basis and basic framework,from two aspects of text analysis and school practice of "21st century skills" support system "evaluation and standard","curriculum and teaching","professional development and learning environment" three aspects to study,summedup the characteristics,core quality for the development of students' development in our country,the implementation of student development core literacy in order to provide the beneficial reference and help.This study includes introduction and six parts.Introduction: in this paper on the basis of the origin,purpose and significance of the study,reviewing the related literature at home and abroad,defines the concept of the core,and introduced the main research methods and ideas of this article.Part one: this section Outlines the origin,rationale,and basic framework of America's "21st century skills" program.In response to changing times and improving national competitiveness,the United States has launched the 21 st century skills program.From a philosophical point of view,21 st century skills can help people get a good life.From the perspective of economics,it has multiple functions to promote social development and personal development.Sociology emphasizes that it can meet the needs of individuals in the context of multi-social environment.On this basis,this part of the basic framework of "21st century skills" 21 st century skills,core subject and topic in the 21 st century,the connotation of the support system,and the relations between and among are discussed in this paper.The second to the fourth part: the second to the fourth part studies the three aspects of the "21st century skills" support system from two aspects of textual analysis and school practice.In terms of standards and evaluation,the P21 core toolkit combines the common core state standards with the 21 st century skill framework to guide regional leaders to implement 21 st century skill standards;"White paper" 21 st century skills evaluation focuses on the skills of the 21 st century,has our country.This section in combing the development of core literacy of students in China,on the basis of actual situation,has analyzed our country to carry out the students' literacy will face the challenge of development of core,summed up the "21st century skills" planning support system for core quality to carry out the enlightenment of students' development in our country,including making on the basis of the development of core literacy curriculum reform;Conduct project-based learning and implement inquiry-based teaching;Using technology to create learning environment to support teaching;To promote the professional development of teachers in various ways.
