Human resource is the first resource of economic and social development,with the rapid development of knowledge economy and the continuous improvement of productivity,human resource development is attracting more and more attention,and the development of women's human resources,which accounts for about half of the world's human resources,has become even more important,the proportion of women in leadership positions in the public sector has gradually increased.However,women in the public sector still exists "glass ceiling" phenomenon in career promotion due to factors such as gender discrimination and organizational obstacles,it is mainly manifested in the imbalance of the total gender ratio in the senior positions,the imbalance of the gender ratio structure in the senior positions,the peripheral participation of non-power,and the unequal promotion opportunities of the two sexes.For a long time,social capital has been regarded as a public interest,affecting behavioral awareness and the promotion of collective actions.The improvement of social capital means the improvement of the social environment.In recent years,it has been widely used to explain various practical problems.Therefore,it is of great theoretical and practical value to study the predicament of the "glass ceiling" of female professionals in the public sector from the perspective of social capital.By using the literature research method,according to the characteristics of women's career development in the public sector,through the feasibility analysis of the perspective of social capital research,we have constructed a social capital analysis framework for the predicament of "glass ceiling" for women in the public sector.Using the three dimensions of the analysis framework—social trust,reciprocal norms,and relational networks—analyze the reasons why women in the public sector face the dilemma of "glass ceiling".That is,lack of social trust,loss of reciprocal norms,and loose network of relationships.Through the three foreign cases of the European Union Family Friendly Policy,the Federal Glass Ceiling Committee and the Australian ATN Technology Network,to demonstrate the feasibility of this research perspective and provide lessons that can be learned from abroad.From the three aspects of enhancing social trust,establishing reciprocity norms and optimizing relationship network,analyze from a multidimensional perspective to get strategies for dealing with the women in the public sector "glass ceiling" dilemma,to enrich the research results ofwomen's career development at this stage and provide theoretical guidance for the development of women's careers in the public sector in China,and aim to promote the coordinated development of female human resources development and the overall society system.
