Research On The Guarantee System Of The Inner Mongolia Autonomous Region Youth Campus Football League

Since the Chinese government has officially announced the overall plan of Chinese football reform in 2015 and the reform and development of football has been promoted to the national strategy,football has become the focus of public attention in China.Earlier in September 2014,when the State Council held the seventh football thematic meeting,the State Council determined Inner Mongolia to be the "pilot province of the national football reform and development",making Inner Mongolia becoming the first pilot province of football reform and development in China.In November,Inner Mongolia has been identified as the "national campus football reform testing area" by the Ministry of education.Subsequently,Inner Mongolia has formulated a series of policies to develop football.As the back-up force of football,juvenile football is the power source of football development and the league is the most direct way to test the effect of training.The guarantee system is also a necessary factor to ensure the smooth running of the league.On this background,it is very important to study the guarantee system of the Inner Mongolia campus Football League.Through investigating and analyzing the causes of the existing problems,this paper will put forward some reasonable suggestions for the development of campus football in Inner Mongolia.This paper mainly studies the guarantee system of Inner Mongolia campus Football League through literature review,expert interview,field observation and case studies.The research is carried out from five sub-systems,which are policy guarantee,human resource protection,capital guarantee,infrastructure support and propaganda guarantee.At present,the Inner Mongolia campus Football League has the following problems: the organization arrangement is not reasonable and the security policies and regulations are not perfect;there is a lack of talents and teachers and the level of human resources is low;financial support is still lacking and capital guarantee is not sufficient;the allocation of resources is not even and the hardware facilities is not enough to protect social events;the social awareness of football events is low and propaganda guarantee is not adequate.The reasons are: the management theme is not clear;the training system is not perfect;the sources of funds are unitary;the fields are insufficient and the propaganda scope is not wide.The Inner Mongolia campus football league system is guaranteed by the coordinated operation of the five sub-systems.There are interactional relations between each two sub-systems.If any of the guarantee is deficient,the entire guarantee system cannot efficiently support the development of the campus football league.Based on the above analysis,this paper presents five suggestions.Firstly,the event organization need to be standardized.Secondly,it is important to improve the technical level of participations and the sports insurance mechanism.Thirdly,the lack of funding should be settled by combining with commercial methods.Fourthly,it is necessary to vigorously promote the infrastructure construction and improve the utilization rate of the infrastructure.Lastly,the government and related organizations should strengthen the culture construction and propaganda and create grand sporting events.
