Research On The Institutional Guarantee And Policy Support For The Development Of Campus Football In Fuyang City

In 2009,the Ministry of Education and the State General Administration of Sports jointly set up the Office of the National Youth Campus Football Leading Group and issued the Notice on the Development of 《 National Youth Campus Football Activities 》(hereinafter referred to as the "Notice"),marking the development of campus football activities nationwide.It has been 11 years since the development of campus football.In order to protect the smooth development of campus football,our country has formulated many related football supporting policies,which has pointed out the direction for the development path of campus football in China.Funan County Fuyang City in 2019 was named the National Campus Football excellent pilot County,promoting the development of the city-wide campus football.In order to promote the healthy development of campus football.Fuyang has formulated relevant systems and policies according to local conditions,and provided policy support and system guarantee for the development of campus football activities.It plays a guiding role in the development of campus football activities.Policy and system implementation is one of the most important links in the process of policy implementation.This study introduces the policy implementation through the study of campus football and analyzes the implementation of campus football in Fuyang City.It is of theoretical and practical significance to use Smith model to analyze the main factors affecting policy implementation.This study takes the system guarantee and policy implementation in Fuyang campus football development as the research object,mainly uses the literature method,the questionnaire survey method,the expert interview method and the mathematical statistics and so on research method,This paper investigates and analyzes the system guarantee and policy support of Fuyang campus football.The research conclusions are as follows:(1)In terms of organizational leadership policies and systems,Fuyang City has set up a leading group for the development of campus football in Fuyang City,with offices.However,the division of labor is not clear,the main body of the policy has not carried out propaganda work in depth enough,which leads to the majority of young students do not understand the specific contents of the system and policy,and the specific system guarantee of the school on the organization and management is not perfect.(2)In terms of the policy and system of resource guarantee,the special fund base is insufficient and can not meet the development of campus football activities.Physical education teachers can basically meet the teaching needs,but there are few professional football teachers.The lack of site facilities can not meet the allocation of teaching resources in rural schools.The resource guarantee system is not perfect and concrete,which blocks the development of campus football.(3)In terms of curriculum teaching policies and systems,we should establish relevant system guarantees for football classroom teaching,eliminate parents’ misunderstanding of sports,enhance students’ and parents’ understanding of campus football,and enhance their identity to campus football.School through the development of colorful football cultural activities to create a football learning atmosphere(4)In terms of policies and systems for the training of football competitions,the Fuyang Municipal Government and education departments have organized football leagues of different ages to encourage young students to take an active part in campus football activities and have actively carried out campus football summer camp competitions,but the campus football competition system is not perfect and lacks a unified competition system.(5)The effect of football policy and system implementation is influenced by many factors: the content of campus football policy and system must be correct and concrete;the implementation of campus football policy...
