Study On Statistics Credibility Of The Local Government

With the rapid development of Chinese economy,the statistical data of our government have attracted a lot of attention in both domestic and international societies,and all levels of society have attached great importance to the credibility of government statistics.Ning Jizhe,Commissioner of the National Bureau of Statistics,confirmed some fake statistical data in an article of People's Daily.Therefore,it is of great practical significance to study the credibility of government statistics.Combining theory with practice,this paper has strong operability and practicability.According to the present situation of local government's statistical credibility,it excavates the existing problems,puts forward some policy suggestions which are in line with the reality and provides effective suggestions for government statisticians to improve the credibility of local government statistics and ensure the healthy and sustainable development of government statistics through the research and analysis of the problems.First of all,the author studies and makes an analysis of the domestic and foreign literature on the credibility of local government statistics,founding that the existing research on the credibility of local government statistics is not comprehensive and thorough enough.The analysis of the causes for the lack of credibility in government statistics is still confined to the surface,such as the low degree of coordination,the week strength of statistical work and the asymmetrical information of statistical data Therefore,on the basis of predecessors,combining with the theoretical basis and the reality of various aspects,this paper makes an in-depth analysis of the credibility of local government statistics,and tries to reveal the specific reasons for the lack of government statistical credibility.Secondly,using the new public management theory,information asymmetry theory,statistical work theory and other theories,this paper analyzes the current situation of local statistical credibility in China,and founds out the following characteristics:statistical data are collected at various levels,the lack of standards for the publication of statistical data.The current problems of local government statistical credibility are:Local GDP data are inaccurate,social average wage data affects pension,statistical data lacks explanation,and statistical indicators are not objective and so on.The root causes of these problems are: The data obtained at the grassroots level is not true;the data are improperly processed;the statistical method and system are flawed;the administrativeinterference of local governments and the concept of government statistics are not correct.Therefore,the policy recommendations put forward in this paper are as follows:The first is to promote the establishment of a modern statistical concept;The second is to promote the reform of the local government statistical system;The third is to reform the system of government statistical methods;The fourth is to reform the personnel training and assessment system;The fifth is to strengthen the construction of the statistical legal system.
