The demand for education,in particular,higher education,among Afghanistan's young population experienced a rapid growth.While the public universities have been unable to meet the growing demand,private higher education has been offering an alternative.This paper presented documentary evidence regarding the demand of private higher education in Afghanistan.A cross-sectional quantitative research design was adopted.The first-hand data were collected by questionnaire from 505 participants of undergraduate students at the eight universities in Kabul,Afghanistan(November 2017).As measurements,cost-benefit factors affecting the demand for private higher education were documented.Data analyses were conducted using probability regression.The paper recognizes that the impacts of college costs,expected return to education are significant on probability of individual enrollment in private higher education institute and also this study finds that the main part of financial resources is coming from family while students are learning at college and the gap of willingness to pay among different income family is becoming larger and larger with the increase in tuition the problem of curriculum delivery.The findings of this study revealed that socioeconomic characteristics affected enrolled or not enrolled at private institutes as well,particularly parental education and financial background.Results show that small households are more likely to enrolled private institutes.Also,results implied that the higher income level of households,the more likely the households would have enrolled in private institutes.Towards achieving greater access to university education in Afghanistan,this paper recommends the following:better educational planning,curbing financial waste in the Afghanistan university system.The conclusions are drawn and policy implications are discussed,aimed at informing enrollment projections and tuition policy choices in Afghanistan higher education system.Private universities can be encouraged,but profit-making should be minimized.
