Research On The Operation And Management Of Special Funds For The Development Of Sports Industry In Suzhou

The development of China's sports industry is benefited from the promotion of the overall social economy,and the improvement of the national income has greatly enhanced the sports consumption ability.Referring to the development experience of developed countries,sports as the pillar of the national economic development is steadily improving.Therefore,in order to further promote the development of sports industry,the state has introduced various kinds of stimulation of sports economy.The special funds for the development of sports industry(also known as the guidance fund for the development of sports industry)have come into being under this background.At present our country in the field of sports industry special funds research or research level is not high,based on this,this paper used existing research based on the allocation of resources,financial capital "multiplier effect" and the feedback of performance evaluation concept as the basic logic starting point,using the failure theory and performance management theory as the theoretical basis of financial lever theory the basic situation,market development situation,clarify the special funds for the development of Suzhou sports industry organization,project management and performance evaluation,according to the operation and management problems,put forward some suggestions for improvement,in order to make the beneficial exploration for the formation of a scientific and reasonable development of the sports industry policy system of special funds.This study draws the following conclusions:First,Suzhou sports industry development special funds as the city level sports special funds,followed by the national sports industry policy call,the establishment time is earlier,the policy implementation process has stable and sustained characteristics,the amount of steady increase,the operation and management gradually scientific and reasonable.At the same time,the administrative level of each level of the city and county has special funds for the development of the sports industry,and the development degree is more mature and perfect.Second,Suzhou sports industry development funds in response to the call of the national policy from the establishment to the present operation,Suzhou city and the county government introduced such as "Suzhou sports industry to guide the development of the use of funds management approach","Suzhou sports industry subsidy project" rules for the implementation of the "Suzhou" financing "loan implementation rules" a variety of support and management policy,policy management and policy supervision in detail,to ensure that there are rules to follow in supervision and management.Third,Suzhou sports industry development special fund management institutions and other provinces and cities nationwide model,jointly managed by the Municipal Sports Bureau and the Municipal Finance Bureau,responsible for the management of their contents in the management responsibilities,but in the respective management content did not specify who is responsible,easy to appear in the days after the buckpassing operation and management "buck" phenomenon.In the nature of the management organization,it belongs to the joint management.The managers are transferred from two departments,and the independence and professionalism of management are difficult to guarantee.Fourth,In the process of project management,including project,investment,operation and output of four stages,the first stage is the stage of project management,reporting and review of submitted materials need step by step,projects must organize the field inspection of the project;the two or three stage is the use of funds management and supervision,the allocation of funds in place and earmarking rate is high;the fourth stage is the stage of project acceptance,acceptance in the evaluation of quantitative indicators is not enough,in terms of job satisfaction survey.Fifth,Suzhou sports industry development funds,there is a performance index system is not scientific,mainly in the selection of evaluation index focus on qualitative indexes,quantitative indexes of the selected indicators is not enough or not representative,resulting in a lack of scientific value and significance of performance evaluation in Suzhou city sports special funds industry operation management process.Sixth,Suzhou sports industry development special funds earlier,the overall maturity is at the leading level,but there are still many improvements can be found in the study of management evaluation,project management and performance of the organization,for example,relative to the Suzhou city sports industry volume,the total amount of funds is less still,unable to effectively play the financial leverage effect;financing is too single,although there are relatively reasonable funds and discount two funding,but funding was only in the cost of a one-time cash subsidies,subsidized units are not based on the specific type of support needs timely assistance,support efficiency is not high.Seventh,the sports industry in the field of special funds to support the development of other industry is late,in the management way to simply apply the successful experience of other industries,and not really from the reality of sports industry development situation,developed in line with the stage of development of sports industry and the actual needs of the management mode and way of funding system.
