The relationship between government and university is a key issue of reform in the field of higher education and has been closely related to scholars from all over the world.History shows that there is a good dynamic balance between autonomy and government intervention in the United States.The number and level of American universities are the hallmarks of world-class universities and serve the society and the country through scientific research and personnel training.Throughout the history of higher education in the United States,the development of American universities has a strong correlation with the government.The power of educational administration in the United States as the state's reserved power is at the state and local levels,not the federal government.The relationship between the state government and the university in the United States generally has three types: compact,loose and coordinated.The State of New York is compact.The state administration of New York State is relatively large in educational administration,similar to our situation,this article selects three types of universities in New York State as typical cases: State University of New York(Public),Cornell University(Public-Private Partnership),and Columbia University(Private).Through a textual analysis of the state's turning point and milestone laws,regulations and policies as well as the university statutes of the State University of New York,Cornell University and Columbia University,this article summarizes the New York State government involvement in university personnel affairs,fiscal affairs,academic affairs and administrative Affairs aspects of autonomy and the main features of the way,to explore the relationship between New York State government and university.In this paper,a variety of research methods such as bibliometrics,social network analysis,literature research,comparative research and case law research are used in a comprehensive way.This article features and innovation mainly in three aspects: one is the innovation of research methods,this article uses social network analysis and case law research method;the other is the research of content innovation,this article according to the New York State University type classification system research,Based on the text analysis of state law,government normative documents,university statutes,precedent and the history of higher education;third is the innovation of research ideas,this article studies the relationship between the New York state government and the university,from the perspective of the power of the two boundaries,comparatively analysis of New York State's Public Authority in Higher Education Involved in autonomy at SUNY,Cornell University,Columbia University in Personnel affairs,fiscal affairs,academic affairs,and administrative affairs.Exploring the basic rule of New York State government in the public governance of higher education and grasping the development trends of the relationship between the government and the universities in the new era,which will provide reference for deepening the reform of our country's higher education system and establishing the system of our country's modern university.This kind of reference will undoubtedly help speed up the transformation of our country from a big country with higher education to a strong country with higher education.
