As the gradual improvement of the socialist market economic system, and the influence of education development strategy and the Western theory of new public services, public governance theory, the traditional all- oriented, control-oriented government has been unable to meet social and development needs of the university itself, and has seriously impediment to the development of higher education. Public Governance Perspective of China to establish a service-oriented government, coordinating the relationship between the various interest groups, the rational allocation of resources to provide public services. Positioning of higher education governance are the "steering" rather than "rowing", and the appropriate introduction of market competition mechanism, the formation of the pattern of diversification of higher education supply.Articles were composed by the six chapters, the first chapter introduces the topics of the background and significance; the second chapter outlines the government functions in the public governance of higher education; Chapter three presents our government functions of higher education mainly in policy-oriented, educational legislation, resource allocation and monitoring and evaluation of several aspects; Chapter IV analysis of the current governance of our government in higher education emerged in the degree of the legal system is imperfect, way of government funding limitations, lack of university autonomy and abuse, and restricted the implementation of educational assessment and many other negative phenomena; In the clear service-oriented government's role, raised in Chapter I create the external environment of multi-Agent negotiation and improve the legal system of higher education, specifically the autonomy of Higher Education, coordinated the main provider of higher education, to enhance performance evaluation mechanism, really deal with the government and universities; Finally, Chapter VI obtained in government-led, multi-stakeholder governance model, the reasonable position the government function in the public governance of higher education.Article uses the systems analysis, history and logic analysis and other research methods, try to put government-led, market regulation and social participation on the same framework, the innovative aspects of the multi-dimensional positioning government functions in the public governance of higher education. For deepening the understanding of the public governance of higher education, exploring the theoretical aspects of government functions in the public governance of higher education have research value.
