University is the subject of education and scientific research in China.The scientific research level of universities is the epitome of national scientific research development.To some extent,the number and quality of longitudinal research projects are the symbols of the science and technology level in universities.It is the focus of the government and university management to improve the utilization efficiency of longitudinal research projects.Although there have been some researches on the efficiency of the use of scientific research funds in the academic circles,there are few practical and feasible evaluation of benefits in actual universities.It is necessary to establish a targeted evaluation system for the use of scientific research funds,which will improve the efficiency of the use of scientific research funds and promote the development of scientific research work in universities based on the characteristics of these universities.Firstly,this paper describes the research status of scientific research benefit evaluation at home and abroad,and explains the theoretical basis from two aspects: concept and theory.Through the comparison of comprehensive evaluation methods,this paper uses DEA to evaluate the use efficiency of longitudinal funds in C university for 10 years.This paper selects cost items and research results as input indicators and output indicators,and then constructs an initial system that includes the 11 input indicators and 11 output indicators for the evaluation of the benefits in C university.Secondly,3 input indexes and 5 output indexes are extracted based on PCA,which realizes the reorganization of the initial evaluation system,and solves the problem of small-sample data influencing the accuracy of DEA evaluation.Finally,this paper uses DEAP2.1 for data analysis,calculates the pure technical efficiency,scale efficiency and technical efficiency of each year using the BCC model in DEA,and then determines whether the decision unit is effective.In this paper,the improvement direction and improvement degree of the non-effective decision unit in the production front are analyzed.At the end of the paper,some suggestions and summarizes are given to improve the efficiency of scientific research in universities.
