The performance evaluation of colleges and universities has become the focus of public discussion in recent years. How to take effective measures for the scientific and reasonable evaluation of colleges and universities becomes the eternal topic in academic circles. However, in the current evaluation of colleges and universities, there is less literature on research efficiency evaluating with regard to the same level of a particular subject in some university or college. Consider to different disciplines, different levels of colleges and universities, we should distinguish the characteristics of different objects, work out different matters and items of the index system, and apply appropriate evaluation methods to classify evaluation.Science and technology universities are featured by distinctive characteristic specialty. Their professional teaching level, capacity for scientific research and application of scientific payoffs mark the developmental level of higher education in China, and also influence the improvement of comprehensive national strength to some extent. Therefore, by effectively evaluating colleges and universities of science and technology, it is not only conductive to the discovery of their own advantages as well as the promotion of the quality of scientific research and the faculty’ enthusiasm in working, but also to the provision of a valid basis for scientific and democratic decision-making of administrative department for education. This paper based on the principle of classified evaluation, colleges and universities were classified by subject in the light of the criteria made by Institute of Education Sciences affiliated to Chinese Academy of Management Science, and the Ranking List of Chinese Universities in 2014 was taken as a reference. Finally, 24 colleges and universities of science and technology, which are affiliated to the Ministry of the Education and included in Project 211, were selected as the object of study in this paper.Firstly, from the angle of input and output, in view of the polytechnic universities in financial inputs, material inputs and the corresponding teaching output, output of scientific research and social service outputs, put forward the suitable evaluation index system of University of science and technology, and the design and content of evaluation index to make a detailed description. With the system, the sample data in 2014 was exemplified, the Principal Component Analysis(PCA) was employed for dimensionality reduction of indexes related to input and output, and the correlation between indexes was eliminated. At last, three principal components of input and three principal components of output were obtained.Secondly, the model for Data Envelopment Analysis was set up. Empirical analysis of processed data was conducted using MATLAB and DEAP2.1. The operational efficiency of the 24 colleges and universities was compared to understand their difference in running a school. Additionally, those no effective DEA decision-making units were treated with projection analysis, which indicates the way to improve them and concrete values for adjustment.Finally, put forward some suggestions on how to optimize the allocation of resources in Colleges and universities, and to provide reference for promoting the healthy and effective development of higher education.
