In recent years, the rapid development of higher education, the state investment in higher education in increasing. With the central government to increase investment in higher education, the size of special funds of Chinese universities are also increasing. Faced with such a huge investment in special funds, how to ensure the rational use of special funds to colleges and universities, colleges and universities how to effectively evaluate the efficiency in the use of special funds is practical problem we must address. With the widespread use of performance evaluation in the field of public expenditure, the world began to explore and research the performance evaluation will be extended to the field of higher education. How to build a scientific index system, the use of mathematical models to calculate the results of special funds for effective performance evaluation, not only to improve the management and efficiency of our education funding requirements, but also to promote the transformation of government functions, to promote the healthy development of education, the important work of education funding to achieve management innovation.In this paper, the performance evaluation of universities special fund for the study, First of all, the use of principal component analysis (PCA) method of input and output indicators were screened using data envelopment analysis (DEA) method was used to analyze the performance. From the correlation theories and the existing research of learning the input-output theory and project management theory, data envelopment analysis theory, and comprehensive analysis of the domestic and foreign scholars using data envelopment analysis (DEA) method of the special fund performance evaluation research. Aiming at the lack of research on the performance evaluation of the data envelopment analysis method, the data envelopment analysis method is applied to the performance evaluation of the special funds of Jiangsu universities. This paper selects 17 science class advantage discipline engineering discipline construction in Jiangsu Province as the sample, the eleven detail expenditure engineering discipline construction in Jiangsu Province, equipment purchase costs, maintenance and operating costs, the cost of materials, testing laboratory processing fees, travel expenses, conference fees, international cooperation and exchange fees, published literature information communication fee, service fee, expert consulting fees, the introduction of talent fees as input indicators, by the Ministry of education of talents in the new century, the National Outstanding Youth Award, Professor Cheung Kong scholars and innovation team, provincial outstanding doctoral dissertation, provincial outstanding master thesis, National Science and technology support projects, key projects, the National Natural Science Foundation SCI published authorization the number of textbooks, monographs, research base, the number of patents as output index. Considering the input and output indicators will affect the data envelopment analysis (DEA) method to evaluate the effectiveness of, eventually this study using principal component analysis (PCA) screened three input indicators, three indicators of output, and then use data envelopment analysis (DEA) method of Jiangsu university discipline advantage of special funds for the project related data of effectiveness analysis and evaluation of its efficiency.The special fund paper in Jiangsu Province, using data envelopment analysis of the advantages of discipline construction project performance evaluation, hoping to provide a theoretical basis and practical reference for the effective management of the special fund performance evaluation of University College funds for school administrators decision making.
