As the "reserve army" and "talent pool" of teachers in primary and middle schools,public funded normal university students play a key role in the development of education in our country.The motivation of public funded normal university students not only reflects the current learning status,but also affects their learning efficiency and effectiveness.Strong and lasting learning motivation is a necessary condition for the students to grow into excellent people's teachers.To a certain extent,it determines the comprehensive level and quality of prosperctive teachers.The academic community generally believe there is insufficient motivation for the them to learn.So what is the state of the student's learning motivation exactly? What is the role of educational policy instruments?On the tenth anniversary of the implementation of the public-funded education policy for A normal university students,this paper adopts the research methods of questionnaire,interview and natural control paradigm to study the five learning motivation dimensions of the intention,efficiency,interest,will and emotion of public funded and non-public-funded normal university students in A normal university directly under the Ministry of Education,as well as the policy tools of incentive,regulation and capacity-building are investigated.The study show that: First,the learning intention of public funded and non-public-funded normal university students is at a medium level,with the highest motivation intensity.lower efficiency level,and the weakest level will.Second,there is no significant difference in learning motivation and its dimensions between public funded and non-public-funded normal university students.Third,there is no significant difference in grade in the learning motivation of public-funded and non-public-funded normal university students.There is difference in the learning motivation of public funded normal university students in home-place,There are differences in the learning motivation of non-public-funded normal university students in the gender and the origin of the students.The nature of the profession has an interactive effect on the grade,place of origin,and home place.4th,There is a significant positive correlation between incentive,regulatory,capacity-building policy tools and the learning motivation and its dimensions of public funded normal university students.5th,incentive policy tools at the school level,the limitation of years and region the restriction of schools of the regulatory policy tools,the resource guarantee and the ability training in the policy tools of capacity-building,have significant influence on the learning motivation of public funded normal university students.6th,the national level of incentive policy tool,the various levels of regulatory policy tool,and all levels of capacity-building policy tool have appreciable affect on the learning intention of public funded normal university students.The limitation of age and region,the limitation of the teaching environment,school constraints of regulatory policy tools and the various levels of capacity-building tools have enough influence on learning effectiveness of public funded normal university students.school constraints of regulatory policy tools,various levels of capacity-building tools have significant effects on learning interest of public funded normal university students.the years and region of regulatory policy tools and various levels of capacity-building tools have a marked effect on learning will of public funded normal university students.the limitation of age and region,the limitation of the teaching environment,default restrictions,school constraints of regulatory policy tools and the resource guarantee of capacity-building tools have a significant impact on learning motion of public funded normal university students.Based on this,the author puts forward some suggestions to stimulate and strengthen the learning motivation of public funded normal university students,that is,to improve the policy clauses,to increase the publicity of policies,to perfect the incentive mechanism,to strengthen the ability training and to strengthen the cultivation of ability and to strengthen the guarantee of resources.
