| The education policy of local public-funded normal education students in Guangxi is an initiative of the Guangxi Autonomous Region under the call of the national policy to address the problems of the imbalanced structure of teachers in rural basic education,serious aging,and low quality of basic education.Important actions.The policy plan is to train a large number of junior and senior high school graduates for public employment at designated local colleges and universities at a public expense,with the purpose of supplementing a batch of “going,staying,and teaching well” and “one-year Multi-functional rural teachers can achieve the effect of optimizing rural teachers and improving the quality of rural basic education.The implementation process of the policy is directly related to whether the effect of the policy can be achieved.Based on this,an in-depth exploration of the implementation of education policies for local public education teachers in Guangxi was conducted,and the existing problems were found and solutions were tried.In this study,questionnaire survey method and in-depth interview method were used to investigate the three universities that undertook the task of cultivating local public teachers in Guangxi.Through the analysis of the survey results,it is concluded that the current implementation of the policy of local public teacher education in Guangxi has achieved considerable results,including supplementing a large number of teachers in rural primary schools in Guangxi,improving the supplementary channels for teachers in rural areas in Guangxi,and deepening the reform of teacher education Wait.However,while achieving results,there are also some problems that need to be solved in the implementation of the policy,including the insufficient number of students during the enrollment process,and the utilitarian motivation of local public-funded teachers to apply for the test;during the policy training process,The curriculum of commissioned colleges and universities lacks rationality,and some local public teachers and teachers have insufficient motivation to learn;in the process of employment,the education administrative department and the commissioned colleges and universities lacked employment service measures.With the help of the Smith process model,the causes of the above-mentioned problems are analyzed and it is concluded that the policy plan of the policy needs to be improved,the admission plan for the weak subject is more difficult,and the channel for academic promotion is not perfect;the policy enforcement agency lacks initiative,and the policy promotion Insufficient strength;local publicly-funded teachers ’students’ acceptance of the policy is not high;the policy implementation environment is not ideal.Finally,suggestions are made from four aspects: policy plan,executive subject,target group and policy execution environment.In terms of policies and programs,we should optimize the enrollment methods of targeted normal students who are in need of weak subjects,and broaden the channels for the promotion of educational qualifications of local publicly-funded normal students;in terms of implementing agencies,they should enhance initiative and execution,strengthen policy publicity,improve training quality,and optimize employment services;In terms of target groups,their teaching beliefs should be improved;in terms of policy implementation environment,the policy execution environment should be optimized and rural teachers’ treatment should be improved. |
