The Study Of The Reform Of Vocational Education And Training In Australia Based On The Leading Of The National Workforce Development Strategy

With the development of economic and social transformation,a lot of labor problems began to expose,such as aging population,the shortage of skilled personnel,dislocation of supply and demand in labor market,the decline of employment rate,rising of unemployment rate and so on.So workforce development become the key strategic transformation of the international economy.In 2010,Skill Australia published Future Workforce,in 2013,Australian Workforce and Productivity Agency(AWPA)presented Future focus----2013 National Workforce Development Strategy to realise Australia's growth potential through a highly skilled and adaptable workforce where skills are used effectively to meet the increasingly complex needs of industry,and individuals are able to fulfil their potential.Based on the analysis of Future focus----2013 National Workforce Development Strategy,this paper focus on a series of development directions for vocational education and training system,summarizing the reform measures under the leading of this strategic in recent years,and analyzing the short-term effectiveness of reform measures.In introduction,there is a brief introduction of background of the paper to expound the goal and significance of this paper,the research situation both at home and abroad,and define the important concept.In the first chapter,there is a brief introduction of Future focus----2013 National Workforce Development Strategy to produce practical and theoretical background.In the second chapter,combing the main objectives of the Future focus----2013 National Workforce Development Strategy and its development direction planned for the Australian vocational education and training system.In the third chapter,based on the development direction mentioned above,the paper try to summarizes and analyzes Australia's reform measures in recent years,and explains what efforts and important changes have been made in five aspects,including industry participation,quality improvement,investment in funds,informatization and skills training.In the fourth chapter,according to collect and analysis of statistical data of the Australian Bureau Council,the paper try to analyze and evaluate the short-term effectiveness of its reform measures.In conclusion,the vocational education and training sector play a unique role in addressing global and regional economic and social challenges.To achieve the goal of higher labor participation rate and productivity,the fundamental driving force is the development of vocational education and training.Therefore,vocational education and training should take meeting the demand of individuals and enterprises as the basic starting point.Public and private investment in vocational education and training should aim at achieving social and economic prosperity and ensure that every citizen has access to the effective skills required for international economic development.
