The important and fundamental language course takes a pivotalposition within the entire curriculum system of a Secondary Technical and Vocational College. Success in any course of study will typically rely on a student's language ability. However, the current situation in the colleges does not allow for optimism; most students display both little interest and low ability in language study. Because of this, an analysis into the reasons behind the current situation in language teaching and a discussion into how to reform language curriculum content and evaluation methods, with resulting improvements in students' language study, are clearly necessary. The first section of this work introduces the state of secondary language education, including both study and teaching situations, and through a survey into students' interest in language study and subsequent analysis, demonstrates the necessity of reform. The second section provides an overview of the theory of education reform, broken into the theory of new course reform, the perspective of job placement as the driver for vocational training, and the perspective of student-centered education. The third section will point out principles which reform should follow. The fourth part outlines the author's practice in the field of education reform, including content reform and evaluation method reform. The fifth section will demonstrate the effectiveness of reform through a before-and-after analysis of students' achievement levels and interest towards language study. The sixth section addresses the common problems cited with reform, and provides a reference outline for further research.
