Higher Vocational Education In The Economy Of China's Industrial Group

With the development of China's local economy, the "industrial-related and geological-joined" Industry Clusters represented by "the labor-intensive-export economy" in Dongguan and "belt-typed economy" in Wenzhou are growing vigorous day by day. The Industry Clusters economy has already become one of China's important economic geography phenomenon.Industry Clusters economy has already become a light spot of China's economy, but in the course of developing, it still has such problems as lacking of lasting competitiveness, lacking of technical talents of front, the overall arrangement presenting the serious regional disparity, and the unordered development of Industry Clusters of some places causing the weak points of many environments and social concern, etc.. Such problems restrict the further development of China's Industry Clusters economy seriously. It is analyzed that these questions all relate to the fact that the workforce of our country does not have high quality. Economic development relies upon education. Facing practice and the first line of manufacture, as the kind of education which could cultivate technical talents who have high practical ability, and who can transform creative ideas into practical productivities, higher vocational education possess an incomparable advantage compared with normal higher education and middle vocational education in eliminating the restricting factors such as human resource in the development of our country's Industry Clusters economy.This paper proceeds from competitive advantage of Industry Clusters, compares some Industry Clusters in western countries, and offers some advices after analyzing the problems emerged in the economy of Industry Clusters of our country. Those advices are: to overcome the problems in the developing process, enhance the competitiveness of our country's Industry Clusters economy, and to develop higher vocational education which has a close relationship with and can provide service to local Industry Clusters in present. Based on the experiences western advanced countries and Hong Kong provide in developing higher vocational education, and also on the present situation of our country in this field, the paper states that our country's higher vocational education should adopt the ways of legalization, internationalization, and academic-industry cooperationalization, in order to realize the of Industry Clusters and higher vocational education.The development of higher vocational education surely will improve the quality of Chinese workforce, thus promote the development of the Industry Clusters economy of our country, and fasten the speed at which our country develop from big industrial country to powerful industrial country.
