In order to change the continuous “slip down”status quo of the quality of basic education and to ease educational contradictions,the United States in the 1970 s has embarked on a basic education reform movement — “Back to Basics”,which has been organized and led by parents,teachers,politicians,businessmen,and other“educated outsiders”.The reform was widely supported by all sectors of society.It has rapidly developed to a national education movement with the promotion of some state governments and educational institutions.The “Back to Basics”has undergone continuous reform and improvement.It has to a certain extent,improved the quality of basic education in the United States at that time,and strictly enforced classroom discipline,and improved the educational environment.Some of its measures continues to play its role in the later period.At present,the basic education curriculum reform of our country still regards "improving the quality of education" as the important goal,this article regards the "return to the basic" education movement as the research object,through the development process of the movement,The function and the existing problems are systematically analyzed and discussed,which can provide some references and enlightenment for the curriculum reform in our country,and promote its better development.Based on this,this paper is divided into four parts for.The first part is the background of the “Back to Basics” education movement,through the analysis of the United States government “confidence crisis”,economic stagflation,and the current prominent problems of education,sorted out and summed up the external driving factors and internal motivation generated by the movement.The second part is the development process of the “Back to Basics” education movement.The main contents include the rise,development,and recession of the movement.In the“expanding” section,three major components of the movement are systematically introduced: the accountability of education.The Minimum Competency Testings,Fundamental Schools and their development,and the “recessio” mainlydiscussed the insufficiency of the movement in teachers,evaluations,MCTs,and basic schools.The third part is the impact of the “Back to Basics” education movement.The “Back to Basics” education movement has improved the quality of U.S.basic education while rapidly has being swept across the U.S.states.In addition,the education accountability and minimum competency testing system in contemporary U.S.education of the reform continue to take effects.The fourth part combined the actual situation of my curriculum reform with the experience of the “Back to Basics”education movement and discussed the three points of enlightenment that this movement has brought to China's curriculum reform: alering to the “disregard the knowledge” education trend,the teachers are playing their leading roles,and improving curriculum evaluation system.
