An Empirical Study On The Constitution Construction Of Private Colleges And Universities

In accordance with the requirements of promoting the modernization of university governance,the construction of the statutes of private universities has achieved good results.The perfect text of the articles of constitution is the key to further advance the construction of the articles of constitution.For the analysis of constitution construction of private universities in Guangdong Province,this paper first theoretical basis for private university statutes construction were analyzed,and then from the corporate governance structure,and the functions of the university faculty,and student seven dimensions of domestic private charter Perfection Evaluation Index system.Then,after interpreting the statute of some private universities collected in Guangdong,it is found that there are some excellent experiences worthy of promotion in the construction of some private charter in Guangdong province.There are also problems such as poor publicity,unstandardized contents and low perfection.According to the evaluation index system and the text of constitution,the data of the perfected text of the articles of constitution of some private colleges and universities in Guangdong province is obtained.Based on these data,this study found that: when the private colleges constitution perfect degree high,university ranking is also high,and when the private independent colleges ranking high,colleges constitution perfect degree but not high;The perfection of the text of the articles of constitution is related to the type of school running and has nothing to do with the location of the school;Private colleges and universities have the highest degree of regulation,the perfection of the articles of constitution of private higher vocational colleges is second,and the constitution of private independent colleges and universities is the lowest;The private colleges and universities in the provincial capital cities are not better than those of the non provincial capital cities;those universities that requires reasonable returns overall is relatively small,the average school size is about 8000 people,the majority of college level institutions,the vast majority of humanity or art colleges.In the above charter articles of private universities,there are some affirmative experiences,such as exploring profit making rules,perfecting decision-making mechanism,attaching importance to teaching quality and docking enterprise system.Beside,the statute texts of constitution of some private universities in Guangdong mainly include lack of amendments to the articles of constitution,lack of important matters,imbalance of governance structure,weak supervision mechanism,lack of university functions,weakness of academic organizations,lack of rights and interests guarantee system,and inadequate relief mechanism.This article holds that in the construction of the statute of private colleges and universities in China,there is a lack of governance culture and governance spirit.The decision makers lack enough understanding of the relationship between internal and external,experience and logic,fragmentary and comprehensive.Universities do not attach enough importance to the articles of constitution,and the government is ineffective in supervising the construction of articles of constitution.In order to promote the perfection of the articles of constitution of private colleges and universities in China,the government needs to improve the policies and regulations and cultivate the culture of governance.Colleges and universities need to perfect the constitution system and improve the governance ability.All stakeholders should make clear the right and responsibility and participate in all directions.
