Over the years,the government decides almost everything in the university,including the formation or revocation of a university,the approval of discipline and specialty,the staff,the funding,the appointment of the leaders,the construction of key laboratories,and even some compulsory courses,causing lack of power and competitiveness and autonomy of the university.These problems hinder the development of colleges and universities in our country;therefore,the research on reform of the university has become hot in recent years.In this paper,a number of colleges and universities,have carried out the "de-administration",are selected analyze on strengthening the academic power,adjusting the organizational structure,changing management functions,strengthening democratic supervision,and preventing the spread of power,etc..At the same time,this paper draws a conclusion from the internal management system of universities in Japan,German and America.That is to realize the balance between academic and administrative power in a reasonable manner;to pay attention to coordinating the balance of power;to promote stakeholders' participation in decision-making;to improve the democratic and scientific;to make power down.According to a comprehensive analysis of the management system at home and abroad,the key is to expand the autonomy of universities,adjust the organizational structure and rationalize the relationship between university powers.Based on the process of modern university systems,the paper puts forward the idea of " De-bureaucratization " from the improvement of the system of university governance structure,which should be: to establish service-oriented government;clarify the relationship between government and University;construct university Council to realize democratic decision-making;introduce competition to improve reform;construct incentive mechanism of Professor selection;establish academic appraisal to strengthen the university academic autonomy.
