Research On Coordinated Development Of Ha-chang Urban

Ha-Chang urban agglomeration is an important component module of Northeast China's urban agglomeration,is located in the "two horizontal and three vertical" urbanization strategic pattern,located in the northern section of the vertical axis of Beijing-Harbin and Beijing-Guangzhou passageway.It plays an important role in promoting the construction of new urbanization and expanding the new space of regional development.Since 21 th century,regional coordinated development has been regarded as the leading strategy to promote the development of urban agglomeration.The coordinated development of Ha-Cheng urban agglomeration is an important measure to promote the development of industrial cluster and population agglomeration of Ha-Chang urban agglomeration.It is also a key measure to form a new regional motive force and tap new regional economic growth poles.According to "National New urbanization Plan 2014-2020)" and "National main function area Plan",it is proposed to speed up the construction intensity and speed of urban agglomeration,and to strengthen regional urban synergy.Enhance the radiation driving capacity of the two core cities of Harbin and Changchun to the surrounding underdeveloped areas and cities.Through deepening the innovation of cooperative governance mechanism,constructing a new mode of coordinated governance of Harbin and Changzhou urban agglomeration,optimizing the spatial pattern of urban agglomeration and coordinated development of industry,promoting the synergy and co-governance of regional governance,forming a modern and sustainable urban agglomeration.This paper bases on the angle of regional coordinated development and the actual situation of Harbin and Changjiang region,taking data analysis as the basis and theory as the source,through combing,summing up and analyzing the development experience of the developed urban agglomeration at home and abroad.Combined with the actual problems and comprehensive situation in Northeast China,the study will focus on the main problems faced by the coordinated development of the urban agglomeration,and put forward the countermeasures and effective implementation of the safeguard measures.On this basis,this paper will put forward more suitable countermeasures and suggestions for the development of Ha-Chang urban agglomeration and the safeguard measures to achieve the coordinated development of Ha-Chang urban agglomeration.Therefore,this paper is divided into three parts: the first part is the first part of this article Chapter 1.Chapter 2 This paper mainly introduces the background of the topic,objective,the significance of the research and related concepts,theories and foreign research status.The second part is about Chapter 3.Chapter 4.Chapter 5 Through combing the present development status and problems of Harbin and Changzhou urban agglomeration,and the experience and enlightenment of the development of urban agglomeration at home and abroad,using the data and analysis of the present situation,this paper expounds the predicaments in the development process of the urban agglomeration.The third part is Chapter 6 and Chapter 7 in this paper,Through the summary of the previous paper,and combined with the unique situation of Harbin and Changjiang region,this paper puts forward the countermeasures and implementation measures for the coordinated development of the urban agglomeration of Harbin and Changzhou.And under the premise of "sharing" and "win-win",through the objective identification and reasonable differentiation of the spatial structure and functional areas of the urban agglomeration,the author actively practices the overall strategic planning and implementation principles of the urban agglomeration;to improve the laws and regulations to protect the rights of all subjects in the region;to stimulate the new vitality of the coordinated development of the government,industrial and commercial enterprises,individual citizens and third-party departments,and to channel the horizontal and vertical communication,coordination,and initiative of the pluralistic subjects in both sides.Through mutual supervision and make up each other shortcomings,jump out of the shackles of the past traditional regional development,actively explore the problems faced by the coordinated development of urban agglomeration and give the corresponding methods.
