| With the promulgation of "Regulations on Running Schools with Social Power",China’s extra-curricular tutoring institutions have developed rapidly.In the 21 st century,the scale of the extra-curricular tutoring market in China has become larger and larger,and more and more students have participated in extra-curricular tutoring.As a supplement to school education,tutoring agencies have become an important way of educating people.At the same time,due to the lack of sufficient attention to extracurricular tutoring institutions in China for a long time,there are problems restricting the development of extracurricular tutoring institutions in policy and practice.This article identifies the problems of the current tutoring institutions and analyzes the causes of the problems.Based on the theory of collaborative governance,this paper proposes effective measures for the governance of the tutoring institutions.Judging from the development of the governance policy of extra-curricular tutoring institutions,the governance of extra-curricular tutoring institutions in China is mainly divided into three stages: the preliminary standardization stage(1997-2009),the strengthening management stage(2010-2017),and comprehensive governance.Phase(2018-present).According to the analysis of the governance policy of extra-curricular tutoring institutions,we can see that the changes in the governance policy of extra-curricular tutoring institutions in China show the following logic: one is to form a driving mechanism based on the social reality of the development of extra-curricular tutoring institutions;the other is to present a single subject in the process of policy implementation Transforming into multi-subjects,attaching importance to public opinion and information disclosure;the third is to show people-oriented in the value orientation of policy goals,protect the rights of parents and students,meet the diverse needs of students,and promote education equity.The governance of extra-curricular tutoring institutions in China has the following problems: the lack of effective government supervision,the absence of laws and regulations on the governance of extra-curricular tutoring institutions,the chaotic internal management of extra-curricular tutoring institutions,problems in teachers,fees and running schools,and the failure of industry organizations to play In order to analyze its causes,the main reasons are as follows: China’s lack of a supervision system for extracurricular tutoring institutions,the limitations of the government’s single dominant governance,the lack of awareness of the participation of various subjects in governance,and the lack of governance mechanisms for extracurricular tutoring institutions.By analyzing the reasons for the problems in the governance of extracurricular tutoring institutions,we can see that the governance of extracurricular tutoring institutions in our country is complex and difficult.The governance of extracurricular tutoring institutions needs to play the role of multiple subjects.Based on the theory of collaborative governance for comprehensive management of extra-curricular tutoring institutions,it is necessary to give full play to and utilize the governance advantages and resources of each subject to form a joint governance force,so that the extra-curricular tutoring institution can be more efficiently realized.When constructing a collaborative governance mechanism,we must first clarify the responsibilities and positioning of various subjects and establish a path for multi-subjects collaborative governance;secondly,establish a regulatory system for collaborative governance,improve the relevant laws and regulations of extracurricular tutoring agencies,and form a unity among government departments.Enforcement mechanism,set up a governance committee for extra-curricular tutoring agencies;finally,establish a complete working mechanism,build a long-term evaluation mechanism and information sharing mechanism for extra-curricular tutoring agencies. |
