Based On The Stakeholder Theory Of The Cooperative Governance Mechanism Analysis

China is in the interests of the differentiation of social transition with the transformation of the planned economy to a market economy. China’s interest now is in the situation of diversification of interests and open expression of interests. The social structure has changed into more diverse interest groups. In this context, different social stakeholders will be sought in the political and social systems rely on the expression of interest demands, there are contradictions and conflicts arising because of differentiation and reorganization. Stakeholder theory tries to identify deep-seated reasons that cause a conflict of interest through the analysis of the interest demands of different stakeholders, which put forward the ideas and methods to resolve conflicts of interest.Stakeholder theory is a fairly effective method which can also analysis interest in public policy. This article takes Taihu Lake water pollution control policy as an example. Taihu Lake water pollution problems have become increasingly prominent, and algae in Taihu Lake outbreak in 2007 showed that there were many problems in Taihu Lake water pollution prevention and control system. The government at the center of governance is in trouble while in the face of increasingly complex government of the water pollution in Taihu Lake. In practice, governments at all levels on Taihu Lake Water Pollution Control reached a win-win success stories rarely. The complexity of the Taihu Lake area determines the governance should transform from the traditional local government to cooperative governance. Multiple subjects mean that there are different interest demands. This paper mainly introduces how to achieve cooperation and reduce conflicts of interest. Stakeholder theory can provide a basis for understanding the relationship between the structure of multiple subjects, in order to put forward suggestions to improve the multiple main cooperative governance mechanisms.Borrowed ideas and methods of stakeholder theory in this article, we found present in the core interest of the central government, local government, businesses and public stakeholders in Taihu Lake Water Pollution Control.
