Regardless the late initiation of Internet technology in our country,the supplementation and development of internet progressed with very fast pace.With the development of internet technology,our internet users number increased tremendously,which is a powerful booster for our citizen's freedom of speech.Yet internet technology is a double-edged sword,while we benefit from the convenience from internet,diverse issues arise from internet as well,whereas the internet rumor is one of the most serious type.Internet rumor is high frequent,low cost,beguiling,spread fast and hazardous for community.So far,our country has established a good and legitimate environment for the special nature of internet rumor,basically we have related disciplines to comply,yet there're still few defects in this mechanism.For instance,in our legislation system,the internet act has a low legal priority,there's the lack of related law with enforcement.For jurisdiction and enforcement,the supervising authority structure isn't clear,and there're even loopholes,or overlapped supervision which entails possibility of prevarication.Therefore,this essay will discuss some propositions and conceptions about how to improve the internet rumor act in our country.This article can be divided into six sections,in the abstract,it was entirely described the status of our country's internet development,which raised the key questions to be discussed in this article,the existence and influence of internet rumors.In the first section,we shall explain and define the internet rumor concept,and distinguish with “gossips”,“lies” etc.Meanwhile,analyze both inside and outside factors for internet rumor,specify the traits of internet rumor,so we can get the reasons how internet rumor arises from personal,social and national perspectives.In the second section,we will discuss our country's current legal status for internet rumor,including the achievement we've done so far,and also point out the disadvantages of our country's current laws and acts regarding internet rumors from legislation,administration and jurisdiction.In the third section,we will look worldwide,referring to some foreign experience for internet rumor legislation,based on the specific issues of our country,learn from their advantages.In the fourth section,the writer will firstly discuss the relation between internet rumor and freedom of speech,clarify the connotation and definition of freedom of speech,analyzing the dialectical relation between internet rumor legislation and the right of freedom of speech.Based on such fundamentals,contrive a better system for internet rumor laws from our country's legislation,administration and jurisdiction.In the last section,we will make a summary for this article.
