Research On The Reform Of “separation Of Management And Administration”of Guangzhou Football Association

The general plan of China's football reform and development was announced in 2015,marking a new round of reform in Chinese football.In the reform plan,the management system reform of football includes the separation of government and society,separation of management and administration,decentralization and decentralization,and de administration.As one of the first football pilot cities in Guangzhou,the reform of football management system took the lead in breaking the ice.The Guangzhou Football Association formally decoupled from the Guangzhou Sports Bureau in January 2016.According to the principle of separation of political society,clear power and responsibility,and the principle of autonomy according to law,the reform of " separation of management and administration " was carried out.The Guangzhou football association takes the lead in exploring the " separation of management and administration " in the whole country.It is of practical significance not only for the overall reform of Chinese football,but also for research.This article takes the Guangzhou Football Association "management and management separation" reform as the research object,taking the first and the local government sports function department as the breakthrough point,through the literature analysis method,the comparative study method and the empirical research method,taking the third party governance as the main theoretical basis to study the Guangzhou Football Association "management and management separation" reform.Domestic football association association and football sports management center,for a long time,"two brands of a set of people",both as "referees" and "athletes","political and social" and "do not divide",lead to the market can not achieve the best allocation of resources,and can not meet the needs of the public goods,is a typical "market failure" and "Government failure".After the implementation of the "management separation" reform,after the association of Football Association is returned to the Corporation,it is positioned as a social intermediary between the government and the market,forming a "government-social intermediary organization-market" three yuan structure to clarify the boundary of the relations between the government,the market and the social organization.Based on this,this paper analyzes the internal and external causes of the reform of the Guangzhou Football Association "management and management separation" reform,and focuses on the comprehensive study of the principles,contents,characteristics,stage results,problems and causes of the reform.From the stage of reform,the reform of Guangzhou Football Association "management and management separation" reform has been successfully explored in personnel placement,financial management,state assets transfer and so on,but there is still much room for improvement in the coordination mechanism,evaluation system,supervision system,and the transformation of local government related departments.In addition,the successful experience of the "separation of management and separation" of other football associations in China and the successful experience of the advanced management system of football countries in Europe and the United States are also studied in this paper.Based on the problems that need to be solved in the reform of the Guangzhou Football Association and the National Football Association in China,this paper proposes to straighten out the relationship between the government and the market from three aspects: the clear government supervision and the policy support,the establishment of mutual trust coordination mechanism and the regulation of the dominant allocation of resources in the market;and the improvement of the Guangzhou Football Association " separation of management and administration ";The proposal of improving the management system reform of domestic football " separation of management and administration " is refined and summarized,such as perfecting policy supporting,implementing policy support,straightening out all kinds of relations and implementing the system of meeting,and putting forward the implementation of performance management,establishing supervision system,strengthening legal construction and perfecting legal Law Innovative proposals such as regulation.To achieve these suggestions,it is the key to speed up the transformation of government functions,and it will also help further deepen the reform of domestic football.
