Along with the development of market economy, the advent of the information age, the boom of knowledge economy and rapid changes of technology development, university education system is also changing silently. However, various problems happened to the government during this process on the position of its own power relation, the distribution of authority relationship or the operation of government mechanism. It becomes especially important to find out ways to handle the relationship between government and universities and to reposition the role of government in the process of efficient management.Based on these realistic problems, this paper specifically and fully describes a series of real problems happened to the government in the process of the transformation of University management system in China. Education management system under planned economy has a profound influence on the society. With the rapid development of social economy, the role of government has a serious deviation and heads to two extremes. One still stick to the government policies under planned economy, the other one is completely open and give full power to universities. These two extremes are all wrong. Government must know what should be done or not. Management mode should be macroscopic and indirect.This paper is divided into three parts:Part 1:It mainly describes the definition of university management system and the government's role in the management system of university education. The government's role in the university education management system can be discussed from the following three aspects.1. The distribution of power relations under government's guidance requires the government to change its role from control type to service type. Government should manage college things based on laws and regulations.2. The distributions of functions under limited government concept. The particularity of higher education which belongs to public goods decides that it can't be managed by government with the approach of "comprehensive intervention". Therefore, the government must undertake the responsibilities to guide educational ideology, plan training objectives and distribute educational resources during the process of providing public goods just like education.3 Government's responsibilities in the system operation. Government's responsibilities mainly refer to those it takes in the process of administrative management, which include political responsibility, legal responsibility, administrative responsibility and moral responsibility. This part will discuss the way of act that the government should have from the standpoint of reality and ideality.Part 2:Undertaking the first part, the second part will analyze some government's problems in its power relation, function distribution and operating mechanism that generated in the process of efficient management. This paper explicitly points out that both government and universities should recognize their own roles and make the right choices for their behaviors. Rationalizing the relationship between the government and universities is the basis for government to position itself. Under the new situation of the further development of the market economy, the relation between government and universities has changed from subordination relations--leadership and obedience to macro-control relationship—guidance and being guided. In addition, the relation has changed from direct leadership to indirect guidance and has tended to diversification. Therefore, under the new situation, government faces changing functions and universities also need to recognize responsibilities and change their ideas. However, what we have to pay attention to is that universities must clear up the connotation of autonomy and cannot use one answer for all questions. The development of productive forces and the progress of science and technology make the interdependence between government and universities, colleges and society higher and higher. Defining own position can promote coordination among universities, society and government from the microscopic standpoint. It also decides a country to be prosperous or decaying from the macroscopic view.Part 3:This part will have further discussion about how to perfect the government's role in the university education management system after the above has pointed out that the government'role is not clear and has analyzed the reason why its role is unclear in the university education management system. This part will be talked about from four small aspects. (1) Change the government management concept and define government's functions for college management. (2) Government carries out transformation from control to service-oriented type. (3) Government changes its power from concentration to decentralization. (4) Fully analyze what role government should take in the university management based on legal means instead of administrative means.China's economy is in the period of transition. Market mechanism is not mature enough and perfect. Government power relatively concentrated, the distribution of responsibilities is not clear, and the operation mechanism is not sound. Role positioning of government in the universities education management is still an important part in the reformation of higher education management system. China's higher education has experienced nearly 10-year striding development which realizes transition from elite education to mass education and boosts the scale to increase dramatically. University is walking from the social edge towards the centre and has more and more impacts on the progress and the development of human society. In the new period of deepening the reform of higher education management system, the government should take the innovative spirit as guidance, see service as orientation, use decentralization as a method and treat the law as the means for higher education management. In such a way, the healthy development of modern universities can be realized.
