A Measurement On Urban Public Education Equilibrium Based On School District Houses Premium

The development of public basic education is an important cornerstone for the country's long-term development.However,the scarcity of high quality education resources and the increasing emphasis on education have led to various"choosing school fever"phenomena,threatening the long-term harmonious development of society.Therefore,the government has issued a number of policies,such as"admission to the nearest school"et.to curb prohibit school selection.Nowadays,the purchase of"school district houses"becomes an important way to strive for quality education resources legally for many parents,Due to the parents'pursuit,the phenomenon of"high price"and "old"school district houses emerge in an endless stream.The gap in school education quality is shown through the housing price gap.Realizing the balanced development of public basic education is the key point of the government's reform in the field of education nowadays.How effective is the reform?This paper uses the premium of the high quality education resources in the residential market to measure the equilibrium condition and the equilibrium progress of educational resources from the perspective of the audience of the education,This paper takes the public primary schools in five major urban districts of Ji'nan City in 2013 and 2017 as the sample,and establishes 98 matching pairs of key primary schools and non-key primary schools respectively,then selects the housing data corresponding to elementary school for model fitting analysis.Based on the standard Hedonic Pricing Model,the Boundary Fixed Effect Model is further constructed to reduce the model error which may be caused by missing variables,to get more accurate calculations of the school district house premium.The research shows that:(1)the capitalization effect premium of high quality education resources does exist in Ji'nan;(2)the capitalization effect premium of the high quality education resources expands from 3.6%in 2013 to 6.8%in 2017.This paper considers that the total supply of quality education resources is even less able to meet the needs of parents and the gap between supply and demand is increased may be the reason.Based on the analysis of this paper,the school district premium effect is the result of the imbalance of the high quality education resources actually,and this kind of phenomenon will lead to a vicious circle and generate more educational injustice,which goes against the original intention of the equilibrium education development of "Admission by drawing ".To solve the housing heat problem in the school district,the fundamental method is to provide sufficient high quality education resources and allocate equilibrium.From the supply side,to carry out various reforms,the government departments should unite the social multi-subject innovation to promote the equilibrium of high quality educational resources,increase the investment in educational resources and support the development of private schools and special schools such as internationalization schools,and use the"Internet+ education"to achieve a balanced allocation of teachers;from the demand side,to encourage parents shift to"non-grade-first" education idea.Select a targeted education for children to teach students in accordance with their aptitude.
