In our country compulsory education adopts Nearby Enrollment Policy,implementing school district system,and schools recruit students according to school district that has been designated,the right of access to school education linking up with school district housing.At present,the distribution of compulsory education resources in China is not balanced,and there are differences in quality of compulsory education resources.Under the guidance of the concept of "not letting children lose at the starting line",parents purchase school district housing to obtain the right of access to key schools,which contributing to school district housing fever.In essence,school district housing is a reflection of the capitalization effect of compulsory education resources,and parents vote with their feet,paying more to obtain the quality service of key primary schools,and highlighting the higher prices of property within key primary school-zone.This papper chooses to use the Hedonic price model which is always used to study the house price problems by scholars at home and abroad.The model considered the factors such as the structure characteristics,location and neighborhood characteristics,whose concepts are scientifically defined.Based on the application of the Hedonic price model,I have drawn lessons from the Boundary Fixed Effect Method,it means that we need to take advantage of adjacent but belong to different school district two district composed of paired sample,then use the matching regression method to accurate measure the size of the capital effect of key schools in a higher degree of accuracy.Jinan city is this article's research object,and the data come from the Fangtianxia web site and Baidu maps.The article firstly make the pair among schools,then among residential quarters,in order to obtain the paired regression data.The paired data can be obtained from the difference between the paired two residential quarters.The results' robustness is verified by different function form.The conclusions of this article shows that,compared with the normal primary school,the key schools can bring 11.6%'s house price premium to residential quarters,in other words,residential quarters near key schools have a 11.6%higher house price compared with those near normal primary schools,parents are willing to pay a higher house price to let their child enter key school.The conclusions verify the existence of school district housing problem,which provide a view angle to deal the problem.The root of the problem is the insufficient quantity and unreasonable resource allocation of high quality teaching resources.So,the supply of high quality teaching resources is the key point,which need a higher financial input to the weak link,and,of course,more balanced resources allocation as well as the sharing and balanced development of high quality teaching resources is also needed.
