Research On The Policy Tool Of Compulsory Education In Heilongjiang Province

Compulsory education originated in Germany,after the industrial revolution,compulsory education played a role in making people master industrial knowledge,The period of compulsory education has also increased from 3 months to 6 months to 6 years to 9 years,More in line with the level and height of scientific development and can grasp the basic operation of industrial manufacturing at that time.Compulsory education is the foundation of China's education development and the premise of improving the national quality.The development of compulsory education depends on the policy of compulsory education.Improving the scientificity and effectiveness of policy tools is one of the effective measures to realize the goal of public policy and improve the efficiency of public policy.Therefore,optimizing the policy tool of compulsory education is an effective measure to promote the development of compulsory education in China.Heilongjiang province has a good overall situation in the popularization of compulsory education,but there are still some problems,especially in the policy tools to improve.With the help of the theories of educational equity and balanced development,this paper makes an in-depth study of the compulsory education policy tools in heilongjiang province.Through field research,it is found that there are some problems,such as less types of compulsory education policy tools,limited scope of applicable objects and poor external environment.By drawing from both at home and abroad,New York,Brazil and typical practice of yunnan,hainan and other regions,and normal children from guaranteed admission use types,integrated use of policy instruments,improve teachers' resource allocation,to enhance investment in compulsory education,overall reform of urban and rural integration,improve the mechanism of the compulsory education policy tool to promote aspects such as improving the compulsory education policy tools of heilongjiang province,promote the healthy development of compulsory education.
