Under the background of the new normal economy in China,The extensive economic development model no longer meets the needs of economic growth,and the sustainable development of the economy needs new impetus and sources.The relationship between higher education and economic growth has attracted much attention from academia and governments at all levels.In the era of knowledge-based economy,science and technology and talents undoubtedly become the most fundamental driving force of economic development,while higher education is the most core path to promote the accumulation of human capital and improve the technological level of science and technology.In recent years,the competition for talents among cities has become more and more fierce.Therefore,the policy of"University Introduction " has become one of the important measures for many cities to accelerate the development of higher education and build a strong province of higher education.Following the representative cities of Shenzhen and Qingdao,Ningbo,Suzhou,Chongqing and many other cities have joined in the fierce competition for universities.But in practice,does the policy of "University Introduction"really contribute to the local economic growth as well as in theory?If so,what is the contribution?Based on this problem,this paper makes a detailed analysis of the effect of implementing the policy of "University Introduction" on local economic growth and development from two aspects of theoretical research and empirical research.Firstly,combining the specific national conditions and development status of China,this paper theoretically analyses the positive role of the local government in implementing the policy of "University Introduction" to the urban economic growth,and considers that this role is mainly realized through human capital.This paper describes the level of human capital from the three levels of quantity,quality and structure.By implementing the policy of introducing universities,the local government will have a significant impact on the quantity,quality and structure of local human capital,and thus have a positive impact on the economic growth and development of the city.On the basis of theoretical analysis,this paper,based on DID model,selects data from some cities in Guangdong Province to investigate the promotion effect of"University Introduction" Policy on regional economic growth.Empirical results show that the implementation of"University Introduction"Policy can indeed promote the economic growth of cities,which is embodied in the 10.9%growth of per capita GDP.At the same time,this paper further proves that the influence of the policy can exert its power in the long run,and its effect intensity even increases slightly with time.Finally,based on the above conclusions,some reasonable suggestions are put forward for the government to formulate relevant policies.
