Since the reform and opening up,Guangdong's economic growth has been changing with each passing day.Since 1978,the province's gross domestic product(GDP)has grown at an average annual rate of 13.3 percentage points.In 2018,Guangdong's GDP has reached 9.73 trillion yuan,which is even comparable to many western developed countries.At this stage,Guangdong Province has a high economic growth rate and a large economic aggregate.However,it is still an extensive production method at the expense of “high consumption”,“high investment” and “high pollution”.The province's economic growth pattern is still difficult to achieve “environmental and sustainable mode” growth in the short term.Investigating the classic theory of economic growth and the famous theory of human capital,especially the experience of economic growth in developed countries,and the rapid rise of Japan and the Federal Republic of Germany in the Second World War,we can easily see the economy in various countries.Human capital plays an increasingly important role in the growth process.From this point of view,how can Guangdong invest heavily in human resources and how to use human capital more efficiently,so that it can become a driving force for the sustained and efficient development of the province's economy? The exploration and research of this problem has practical application value.This paper adopts a combination of qualitative and quantitative research methods.The author analyzes the current situation of human capital in Guangdong Province,measures the human capital stock in Guangdong Province,and estimates the contribution rate of human capital stock to Guangdong's economic growth through Eviews application software.This author proposes specific and actionable recommendations for promoting human capital investment to promote economic growth.This paper first analyzes the current situation of human capital in Guangdong Province from the two dimensions of education and medical treatment.The analysis shows that the quality of education in Guangdong Province has continued to improve at this stage.In Guangdong's GDP,although the share of medical expenditures continues to increase,compared with developed countries,Guangdong's education spending is still low.In the province's medical expenditures,the proportion of personal burdens is decreasing year by year,but the medical expenses of residents are increasing year by year.At the same time,the gap between professional medical personnel and beds in Guangdong is still large.The difference between medical personnel and medical infrastructure in different parts of the province is significant.In the empirical analysis part of this article,the author uses the data of the education level of the labor force in Guangdong Province in the “China Education Statistical Yearbook” over the years,and uses the “Year of Education Years” as the weight of different years of education,and considers the scale of knowledge.The incremental characteristics are converted according to the proportion of the government's per capita educational investment in different education stages.Finally,the human capital stock level of Guangdong Province from 1978 to 2017 is estimated.The traditional Cobb Douglas production function can only study the promotion of capital and labor to economic growth.Some scholars have obtained the "improved Solo model" by increasing the human capital stock index.The author applied the model and brought the data into Guangdong Province,estimated the model elasticity coefficient of Guangdong Province,and converted it into the province's contribution rate.The author's research results show that the proportion of physical capital,simple labor and human capital in the economic development of Guangdong Province is 61.1%,13.7%,25.3%.Finally,after analyzing the current situation of human capital in Guangdong Province and related empirical research,the author proposes countermeasures to enhance human capital from four aspects:Education,medical care,regional environment and laws and regulations.
