In the 1990 s,China's higher education entered an era of historic change.Higher education is the key to the enhancement of national strength,the improvement of national quality,and the improvement of talent capabilities.Accelerating the modernization of education,vigorously developing higher education,paying attention to the cultivation of high-quality talents and the reserve of professionals in various fields are the internal driving forces for economic growth.The development of higher education is inseparable from the support of fiscal policy.The financial expenditure of higher education is the guarantee for improving the quality of human capital and improving the quality of higher education.The quality of talent training in colleges and universities is inseparable from the improvement of innovation ability.Market-oriented,promoting the transformation of scientific and technological achievements is conducive to accelerating the construction of China's education power.Therefore,it has important research value for the modeling and prediction of the relationship between financial expenditure,quality of talent training and innovation ability in higher education.The research on education finance expenditure and human capital mainly focuses on the impact of education fiscal expenditure on economic growth,the relationship between education finance expenditure and human capital;research on human capital and innovation ability,research focuses on human capital The impact on the structure of technological innovation and output efficiency;on the research of higher education financial expenditure,quality of personnel training and innovation ability of colleges and universities,the results are more about the cultivation of higher education and human capital,and expenditure,quality of personnel training and university innovation ability.In order to solve the above problems,this paper uses the support vector regression algorithm to model and analyze the internal logical relationship of the three,combines the theoretical and empirical results,and intuitively gives the effect and intensity of the financial expenditure,talent training quality and innovation ability of higher education,and predicts This paper analyzes the adjustment of the financial expenditure structure of higher education in China and the improvement of the quality of talent training in colleges and universities.Try to make appropriate reference to the development and improvement of this field and put forward relevant policy recommendations.The research content of this paper is as follows:Firstly,theoretical analysis of higher education financial expenditure,talent cultivation quality and innovation ability.This paper analyzes the mechanism of higher education financial expenditure,quality of personnel training and innovation ability of colleges and universities,and deduces the comprehensive relationship between financial expenditure of higher education,quality of personnel training and innovation ability of colleges and universities,and builds the theoretical core of this paper.Besides,analysis of the status quo of China's higher education financial expenditure,quality training and innovation ability.Including the impact of the scale and structure of higher education financial expenditure on the quality and innovation ability of personnel training and the impact of quality training and innovation ability system on the financial expenditure of higher education,and analyzing the existing problems,for the purpose of this paper for higher education financial expenditure,personnel training The empirical research on the relationship between quality and university innovation ability lays the foundation.Finally,The empirical analysis of the relationship between financial expenditure,quality of talent training and innovation ability in higher education.Using machine learning methods to analyze,collect and process relevant statistical data,briefly expound the principles of index selection,and the theoretical framework of SVR model for higher education financial expenditure,talent training quality anduniversity innovation ability,and carry out SVR model programming and algorithm run the results for testing and forecasting.Based on theoretical analysis and practical experience at home and abroad,the article designs and studies the financial expenditure,quality training and innovation ability of higher education in China,and empirically analyzes the logical relationship through SVR model.The results show that the increase of financial expenditure in higher education can really improve the quality of talent training in colleges and universities;the expenditure of research and experimental development projects in colleges and universities has the lowest loss function value for the quality of talent training in colleges and universities,that is,the effect is more obvious;The effect of talent training quality is significant on the effect of higher education financial expenditure on colleges and universities' innovative ability;rationally optimizing the structure of higher education financial expenditure can effectively improve the quality of innovative talents in colleges and universities.
