| At present,China’s economy is in a critical period of promoting high-quality development,and talents are the first resource of innovation and the first element of development.High-quality development is inseparable from the important role of human resources.With the development of high-tech industries and emerging technologies,the demand for talents in all walks of life is increasing day by day,and the financial expenditure of higher education also plays an important role in the formation and attraction of human resources.The report of the 19 th National Congress of the Communist Party of China clearly puts forward that education must be given priority.At the same time,we should also give full play to the positive role of education in promoting the production of human resources,form a benign competition of human resources,promote the implementation of China’s strategy of strengthening the country with talents,and realize the new impetus of a virtuous cycle of innovation and development.Therefore,it is of research value to explore whether the local financial expenditure on higher education has an effect on the attraction of regional talents,and then test the significant impact of the internal structure of expenditure on the effect of attracting talents,and optimize the financial expenditure structure,so as to better realize the strategy of strengthening education and driving talents.This paper carries out research from two dimensions of theoretical analysis and empirical test.Based on the theoretical basis,under the guidance of higher education externality,endogenous growth theory and talent attraction theory,this paper analyzes the formation and attraction mechanism of higher education financial expenditure on talent resources,and then expounds and analyzes the current situation of higher education financial expenditure and talent resources distribution.Taking the empirical test as the starting point,using the panel data of 31 provinces in China from 2007 to2019,this paper tests the nonlinear relationship between local higher education financial expenditure and regional talent attraction.The empirical results show that the financial expenditure on higher education is the key driver of regional talent attraction.In the internal structure of expenditure,the "inverted U-shaped" effect of personnel funds and science and technology funds on regional talent attraction is significant.Regional verification shows that there is heterogeneity between regions.Personnel funds have an inverted U-shaped significant effect on the attraction of regional talents in the eastern,central and northeast regions,while the inverted U-shaped effect in the western region is not significant.According to the analysis of the inflection point of the model,the faster the expansion of science and technology expenditure in the western and central regions,the faster it will accelerate to reach the U-shaped inflection point.Further expansion will reduce the attraction to talents and even produce the phenomenon of "repulsion" of brain drain.Finally,in order to achieve high-quality development,this paper puts forward countermeasures and suggestions on how to give full play to the financial expenditure on higher education to attract talent resources,including adjusting and optimizing the structure of local financial expenditure on higher education,paying attention to the regional coordination mode between financial expenditure on higher education and talent development,and building a diversified attraction system supported by science and technology funds and policies,so as to promote the attraction mode of regional talent resources and form benign competition,We will transform and optimize the economic structure and accelerate high-quality economic development. |
