Research On Performance Evaluation Of Fiscal Education Expenditure

The financial expenditure on education is related to the development of education and has a far-reaching impact on the society and the nation.With the rapid development of economic level,the national and local governments are increasing the financial investment in education,and education has made great progress.However,while expanding the financial expenditure on education,the resources are allocated unreasonably,inefficiently and unfairly.In recent years,the six central provinces pay more attention to public education and expand the scale of expenditure on education,but the total expenditure is still lower than the national average.In order to maximize the effectiveness of the limited financial education expenditure and strengthen the supervision and management of the financial education funds,this paper evaluates the performance of financial education expenditure,studies the internal change mechanism of the efficiency of financial education expenditure in the central region,and then puts forward some guiding suggestions.It is expected to play a role in demonstrating the performance evaluation of government public expenditure.On the basis of systematically combing the related theories and performance evaluation methods of financial education expenditure,first of all,this paper sets forth the status,issues and trends of financial education expenditure in China in detail.Then index system is constructed and the corresponding evaluation system is designed based on the balanced scorecard method of enterprise performance management.Secondly,taking the six provinces in the central China as an example,by means of factor analysis,the common factors are extracted from the dimensionality reduction of the index system,and the comprehensive evaluation score is calculated as the index data.Based on BC~2 and Malmquist index method of data Envelopment Analysis(DEA),the efficiency of the index system after dimensionality reduction in the central region is measured and the corresponding results of performance evaluation are obtained.Finally,based on the results of performance evaluation,this paper puts forward some relevant research suggestions.The main conclusions of this paper are as follows:firstly,during 2011-2016,Hubei Province showed DEA efficiency,Henan Province showed weak efficiency,and Hunan,Anhui,Jiangxi and Shanxi showed DEA inefficiency.Secondly,the total factor productivity index of education expenditure in Shanxi,Anhui,Jiangxi,Henan,Hubei and Hunan provinces respectively changed by-3.4%,-31.1%,23.7%,21.2%,-40.0%,-17.7%,of which total factor productivity index in Hubei was the largest,Shanxi Province was the smallest.Thirdly,the main reason why the index value of the change of total factor productivity of each decision-making unit is less than 1 is that the deterioration of the level of technological progress is more prominent,which shows that the provinces do not pay enough attention to the technological progress and technological innovation.Fourthly,the performance evaluation system designed in this paper has a certain popularization and applicability,which is of great significance to the performance evaluation of financial education expenditure in the six central provinces and even in our country.The main contributions of this paper are as follows:on the construction of the index system,this paper draws on the balanced scorecard of enterprise performance management method,constructs the index system from the four dimensions of finance,customer,internal process,learning and growth,and comprehensive consideration of four dimensions makes up for the shortcomings of performance evaluation using financial indicators alone,and the index system is novel;In terms of research methods,this paper uses the BC~2 model of DEA and Malmquist index analysis to compare and analyze the performance of the middle part of China from 2011 to 2016.The research method is novel.
