In recent years,the government continues to increase the funding input to the national college students,and the funding policy is changing from the simple focus on material support to the effective integration of financial support,spiritual support,ability training and other aspects of the funding education model.Subsidizing and educating students is an important part of the financial aid work in colleges,and it is also an important grasp for colleges and universities to implement the fundamental task of "cultivating people with morality".The degree of satisfaction of government subsidy investment to the basic life of poor students,the reality of schools carrying out education or support activities for aided students,and the performance of aided students in ideological,moral and learning development are worthy of in-depth study,but at present,colleges and universities have basically not established a feedback mechanism for the performance evaluation of aided education.Therefore,under the new situation,it is a powerful measure to explore the establishment of a long-term mechanism of supporting and educating by studying and establishing a set of scientific and reasonable performance evaluation system of supporting and educating people and forming the guidance of supporting and educating people.The research takes the Program Output Model and the Stakeholder Theory and the Systems Theory as the basis of the conceptual model design of the performance evaluation of university aided education.On the basis of the existing research results of the performance evaluation of university aided management,from the three stages of government subsidy investment,school education activities and student growth and development,this paper constructs a framework of university aided education performance evaluation index including 6 first-level indicators and 20 second-level indicators.The Confirmatory Factor Analysis method of Structural Equation Model is used to construct the evaluation index test and evaluation model.Through the actual data test,it is proved that the scale used in the study has good reliability and validity,and the secondary index can effectively reflect the potential characteristics of the firstorder index to which it belongs.By using Analytic Hierarchy Process,according to the steps of "establishing AHP structure,constructing pairwise comparative judgment matrix,relative importance operation,consistency test and synthetic weight calculation",the weight value of each level index is calculated,and the construction of performance evaluation index system of university aided education is completed.The evaluation case analysis of Y university is carried out by using the performance evaluation index system of university subsidizing education.The results show that the overall level of ideological and moral quality of students who have been funded by the state is good,but the present situation of students’ career planning is not ideal,the propaganda of school financial aid and the work of supporting the growth of students need to be further strengthened,and the amount and scope of government investment still need to be continuously increased and expanded.It is suggested that the overall performance of Y University should be improved from the aspects of optimizing the subsidy procedure,increasing the investment of funds,strengthening the propaganda of financial assistance,establishing the model of educating people,paying attention to mental health,strengthening the cultivation of ability,strengthening the goal management,paying attention to career planning and so on.
