Since the reform and opening up,with the continuous development of China’s economy, the level of urbanization has also been improved to a certain extent. In the process of urbanization, due to excessive attention to economic growth and population ratio, urban land has been expanded, and the proportion of urban population has risen, but in the process of development,it has not paid attention to the immediate needs of people,so it has proposed a new type of urbanization. The new urbanization advocates "people-oriented" and pays close attention to people’s development needs. While increasing the population of urban areas and expanding urban areas,it pays more attention to fairness, protects the interests of farmers, and narrows the gap between urban residents and rural residents. The gap, coordinating urban and rural development, emphasizing the transformation of the ecological environment, industrial structure upgrading, infrastructure and other aspects from “township” to “city” to achieve the goal of coordinated urban and rural development and “different development of human beings”.On the basis of fully understanding the connotation of China’s new urbanization, this paper analyzes the factors affecting the development level of China’s new urbanization, from population urbanization, economic urbanization, social urbanization, infrastructure construction, ecological environment construction, and overall urban and rural development. In some aspects,an index evaluation system for the development level of new urbanization has been constructed. The index system contains a total of 26 indicators, using the entropy weight method to determine the weight of each indicator, and obtain a comprehensive score of the new urbanization development level of 30 provinces(excluding Tibet)between 2006 and 2016,and the national, eastern, central and western regions. The comprehensive development level of urbanization has been comprehensively evaluated. The results show that the development of new urbanization should pay attention to scientific and technological innovation, ecological civilization, infrastructure and other aspects, and pay attention to the development of green urbanization. The overall development level of new urbanization in the country shows a slow upward trend. The speed of new urbanization development level is : Eastern, national, central, and western, that is,the distribution of east and west low.The spatial distribution of the new urbanization development level is analyzed by ArcGIS software. The results show that there are obvious differences in the development level of new urbanization in various regions of China, and the driving effect between regions should be emphasized. On the basis of analyzing the development level of new urbanization, the factors affecting the development level of new urbanization are studied, and the influencing factors are divided into four aspects: government administration, market driving force, outward promotion and industrial development. The variable intercept model studies the influence of various factors on the development level of new urbanization. The results show that the factors influencing the development level of new urbanization in China are market driving force, industrial development power, government administrative power and outward promotion. The most important influencing factor in the process of new urbanization development in the country is the market driving force. The role of affected factors in different regions is also different. The main influencing factors in promoting the eastern and central regions are market driving force and government administrative power, promoting the west. The main influencing factors in the region are market drivers and outward promotion. Finally, the results of theoretical analysis and empirical analysis are summarized, and on this basis, several targeted countermeasures are proposed.
