According to the National List of Colleges and Universities published in 2017,there are 44 normal universities in China.Over the years,normal universities have played an important role in practicing the four functions of universities,and have made outstanding contributions to the promotion of human capital,scientific progress,economic development and cultural continuity in the region and even the whole country.And Normal University is a kind of University characterized by teacher education.Normal University is the cradle of teacher-training.Transferring a large number of excellent teachers to primary and secondary schools is the duty that normal universities should adhere to.The realization of various functions of normal universities can not be separated from the internal institutions that support the development of universities.The internal institutions of normal universities mainly include administrative institutions as well as teaching and research institutions.The administrative institutions are the bearer of normal university's daily administration,and also the guarantee of normal university's orderly operation.Teaching and scientific research institutions are responsible for personnel training and scientific research.However,at present,there are many problems in the set-up of internal institutions of normal universities in China,which hinder the improvement of the running level of normal universities.Therefore,normal universities need to understand the status quo of their internal institutions-administrative institutions,teaching and scientific research institutions,re-examine the problems existing in the internal institutions,and put forward optimization suggestions based on relevant theories.In order to explore the current situation and existing problems of the internal institutions of normal universities in China,this thesis uses the literature research method to summarize the articles on the set-up of internal institutions of normal universities,and finds out the current research situation in this field.As a kind of organization,the organizational structure design of normal universities should follow the relevant principles of organizational theory and management theory.Secondly,like other types of universities,as a typical academic organization,the organizationalstructure design of normal universities should also conform to the relevant principles of academic organization theory.This thesis finds out the present situation of the setting of internal institutions in normal universities by means of network survey,and explores the quantitative correlation between the number of administrative institutions and the number of teaching institutions,scientific research institutions,teaching staff,full-time teachers and students by using the correlation analysis method of statistical analysis,and then finds out the problems existing in the setting of internal institutions.The following problems exist in the setting of administrative institutions of normal universities in China: the number of the administrative institutions is a little too many;the distribution of power is unreasonable;the overlapping phenomenon of functions exists;and according to the existing problems,based on the theories of organization management,organization design,"new public management" and "new public service",the following optimization suggestions are put forward: streamlining the institutions and improving efficiency;clear power and responsibility,moderate decentralization;strengthen cooperation and coordinate fully.The following problems exist in the set-up of teaching and scientific research institutions: the setting standards of teaching institutions are different;the inclusiveness of disciplines in teaching institutions is less;the synergy between teacher education teaching institutions and other institutions is weak;the status of scientific research institutions needs to be further improved;and the set-up of scientific research institutions has certain blindness.Based on the academic organization theory : academic assosiation theory and loosely coupled academic organization theory,this chapter puts forward the following optimization suggestions: standardizing the setting standards of teaching institutions;integrating teaching institutions to enhance the inclusiveness of disciplines;promoting the synergy between teacher education institutions and other institutions.;improving the status of scientific research institutions step by step;the set-up scientific research institutions should be guided by internal factors.Under the background of popularization of higher education,the scale of normal universities is bound to expand;under the background of openness of teachers' education,teachers' education in other universities,such as comprehensive universities,challenges the quality of teachers' education in normal universities.Normal universities need to re-examine their own organizational structure,adjust the unreasonable aspects of the set-up of internal institutions,improve the rationality of the set-up of internal institutions,as well as the quality of teachers' education in normal universities as well as normal university's educational governance system and modernization level of governance ability.
